FINANCIAL. IMPACT: Funding is provided by contributions to the GIS system by County departments. BACKGROUND; Contra Costa County has had a pilot web-based "GIS Parcel Viewing System" on the internet for a year and a half. It is a web-based application that allows for viewing of some of the data Dyers in the GIS and of some CAD layers as well. It allows users (public and staff)to do basic query and mapping functions. The pilot application,funded by Public Works, was developed by a firm that hosts the application on their web server in Los Angeles. This arrangement had created challenges when staff has wanted to add new data layers or add new query functions. In addition, the County does not own the viewing product and would like to build additional applications in-house. Based on public and staff input, the GIS Policy Committee allocated funding from the pool of department contributions to replace the site. The;primary purpose of this project is to mare available to the public, vise the internet, applications allowing County staff and constituents to easily locate parcel, street and jurisdictional information. The Policy Committee'also agreed to fund a second application to be developed by SSRI that will provide public access to FEMA Flood Insurance Rate map information and provide a forum for public coordination with the County FEMA Coordinator. FISCAL IMPACT Nene. No general funds or department funds are utilized. The cost is initially covered by the Neighborhood Preservation Program through its Community Development Block Grant(CDBG) funds and later reimbursed to the program by the loan recipient when the loan is repaid. BACKGROUN SA§ONS FOR'R COMME DATI NS The Building Inspection Department received a CDBG allocation in the amount of$400,000 for the fiscal year 2001-2002 for the Neighborhood Preservation Program. The primary objective of the Neighborhood Preservation Program is to make available a financial assistance mechanists by which low-income homeowners are assisted in: • The elimination of conditions that is detrimental to health,safety and public welfare, by rehabilitation, demolition, or removal. • The development of viable communities by providing decent housing and a suitable living environment in the community principally for persons of low and very low income. • The elimination of slums and blighting influences causing the deterioration of property and neighborhoods. • The stabilization and enhancement of older neighborhoods. Title research firms provide:a valuable and necessary service to the Neighborhood Preservation Program by researching properties to determine the property's description, title information, market value and any,negative activitiesthat may be recorded against the property. This service providesinformation that enables the program staff to make informed decisions to adequately- secure these leans. On October 202001, the Neighborhood Preservation Program mailed out 66 bid notices to title companies. Two companies responded and ATR was the lowest responsive bidder. Their bid' included,$100 for the title search, $140 for appraisals and$35 for updating the title search prior to loan execution for a total'of$275 per property.
