The Employment and Human Services Department,Aging and Adult Services, Adult Area on Aging(AAA) provides services to low income, older residents of Contra Costa County as defined in Title III of the Older Americans Act. Services include, but are not limited to disease prevention and health promotion, nutrition counseling and nutrition risk screening services, mediation management, and information through multipurpose senior centers, congregate meal sites, home delivered meal programs, or at other appropriate sites. Title VII of the Older Americans Act provides for elder abuse prevention and ombudsman services. The Contractor will act as contracting and pay agent for training vendors who will provide job training and skills upgrades to Employment and Human Services Department clients. In Spring 2004, the EA$TBA'Y Works consortium, of which the Workforce Development Board of Contra Costa (WDB) is a member, elected Oakland Private Industry Council, Inc. (OPIC), a member organization, to serve as procurement and pay agent for training vendors on behalf of all EASTBAY Works partner agencies. APIC performed these services for last program year. On December 11, 2001 (Item C.5'1) the Board of Supervisor's authorized executing a contract for similar services for FY 2401-2402. Those services have OPIC serve as the County's agent to enter into agreements with training vendors listed on the Statewide and the East Bay directories (I-Train). The added $400,000 represents the Workforce'Investment Act training dollars identified by the WD13 for payment to training vendors. The administrative cap on the original contract is unchanged"by adding the program training dollars into the contract. This year's'contract also includes the provision for OPIC to serve as contract and pay agent for client on-the-job training opportunities. BACKGROUND- The ACKGR UND-The Board approved the Employment and Human Services Department to contract with STAND! Against Domestic Violence (formerly Battered Women's Alternatives)'on February 6, 2001 (c.65). That contract will expire on February 28,2002 unless amended. Delays in start-up implementation left funds available in the contract, and a no-cost extension will provide an additional several months of on-site and community-based domestic violence services. Extended contracted services will include continued placement of CaIWORK.s domestic violence liaisons at four EHSD'district offices and maintenance of existing CaIWORKs and Children and Family Services client support groups. STAND recently provided four half-day training sessions in Concord, Pittsburg and Hercules for community-based nonprofitstaff,to broaden worker and volunteer capacity to identify domestic violence and link DV victims to community resources. The extension will allow continued placement of DV liaisons through the end of FY 2001-2002 and provide continuity for existing DV support groups.
