SUBJECT: FIX'PUBLIC HEARING ON ENTERING AN ENERGY SERVICES
CONTRACT FOR HVAC 'REPLACEMENT AT 1122 'ESCOBAR,
MARTINEZ, CA (BUILDING #T00007)
SPECIFIC REOUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
1. FIX a public Dearing for 9:30 a.m."on Tuesday, March 26, 2002, in the Board of Supervisors
Chambers, 651 Pine Street, Martinez, CA, at which the Board of Supervisors will consider
entering into an Energy Services Contract, pursuant to California Government Code section
§4217.12, for the purpose of replacing heating, ventilation and air conditioning (HVAC) units at
the Sheriff's Crime Lab, 1122 Escobar Street, Martinez.
2. DIRECT the Director of General Services, or his designee, to publish notification of said public
hearing one'time-in the Contra Costa Times, such that fourteen days public notice is provided.
FINANCIAL IMPACT
This work, estimated to; cost $140,000, will be 100% funded by the Sheriff's Department from grant
monies received from the "Local Forensic Lab Improvement Program (LFLIP) " Additionally, it is
estimated that there will be energy savings of approximately 20% in electrical usage to run these high
efficiency units, that will replace units which are over 30 years old and;original to the building. There
will be no general fund expenses to purchase and install this equipment, and there will be general
fund savings in energy costs for this building.
BACKGROUND
California Government Code §4217.12-4217.18 allows government agencies "the greatest possible
flexibility„ in structuring energy conservation agreements so that the economic benefits may be
maximized, and financing and other costs associated with the design and construction of energy
projects may be minimized. The HVAC work proposed will replace 30+ year old units with high
efficiency units and meets the conditions of these code sections.

The Sheriffs Department applied for and was successful in receiving grant monies that will
completely fund the replacement of these rooftop units. General Services continues to work with the
County Administrator's Office and other departments to pursue available grants, rebates and other
sources of revenue to offset County costs for equipment and fixtures which reduce energy
consumption, '`reduce maintenance and operational costs to customer departments, realize annual
utility savings to the County and meet the requirements for federal, state and local laws, ordinances
and mandates.
Consistent with the Board's Energy 'Reduction 'Plan, the County initiated 19 energy efficient retrofit
projects in FY 2001-02, which includes the installation of digital controls, HVAC system upgrades and
lighting retrofits. Low interest loans from the California Energy Commission and PG&E rebates have
helped fund these projects. In addition, the General Services Department is currently working on
installing photovoltaic panels at two locations '(Martinez Detention Facility and 50 Douglas''Drive,
(Martinez) that will be 50% funded by PG&E monies. We will continue to identify projects which meet
the Board's goals to reduce County energy usage by 8'% overall, and 10% for electrical usage.
