Gilbert, Director of General Services Costa o• .dMn ; s . 4p DATE: July 17, 2001 cou, County SUBJECT: Hearing on Proposal to Enter into Energy Service Contracts to Purchase and Install Energy Efficient HVAC Control Systems at Various County Facilities SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: 1. FIND that it is in the best interests of the County to enter into an energy service contract with Syserco Inc pursuant to California Government Code Section 4217.12, to install energy control systems at nine locations in Contra Costa County as follows: 2530 Arnold Drive, Martinez; 1960 Muir Road, Martinez; 1020 Ward Street, Martinez; 4545 Delta Fair, Antioch; 595 Center Avenue, Martinez; 1980 Muir Road, Martinez; 597 Center Avenue, Martinez; 10 Douglas Drive, Martinez; and 50 Douglas Drive, Martinez. 2. FURTHER FIND that the anticipated cost to the County for energy conservation services provided by the contract will be less than the marginal cost to the County of energy that would have been consumed by the County in the absence of this contract. Specifically, it is estimated that these projects will reduce demand by 700,000 kWh and will result in an annual savings of $199,000. 3. APPROVE contract with Syserco Inc in an amount not to exceed $1,700,000 for a term beginning July 1, 2001 and ending June 30, 2002 and AUTHORIZE the Director of General Services or his designee to sign the contract. On June 19, 2001, the Board approved an application for low interest loan funding not to exceed $700,000 to the California Energy Commission. The balance of the project costs will be funded through the Plant Acquisition budget. _ The average payback of these projects (based on construction costs only) is 5.73 years. Viewed as an investment, these projects generate an internal rate of return of 11%. BACKGROUND: On March 6, 2001, the Board of Supervisors accepted the proposed Energy Reduction Plan which implemented a policy of reducing electrical use by 10% with an overall energy use reduction of 8%. On June 19, 2001 Staff returned to the Board with an update on the Energy Reduction Plan. On that date, the Board of Supervisors directed the County Administrators Office and the Department of General Services to pursue energy efficiency retrofits in County facilities. California Government Code Sections 4217.12 and 4217.13 permit public agencies to enter into energy service contracts without a formal bid process so that "economic benefits may be maximized and financing and other costs associated with the design and construction of projects may be minimized." The energy efficiency retrofits in the buildings listed meets the conditions of the Code sections. The Department of General Services is prepared to proceed with this project as soon as possible after Board approval.
