SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to
contract with the Nurture Company in the amount of$1,400,000 to begin expansion of the
Welcome Home Baby pilot program for the period of July 1, 2001 through June 30, 2002.

RECOMMENDED ACTION-
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with the
Nurture Company in the amount of$1,400,000 to begin expansion of the Welcome Home Baby pilot program
for the period of July 1, 2001 through June 30, 2002. (#21-589-4)

This contract supports all five community outcomes established in the Children's Report Card: "Children Ready
for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families
that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are
Safe and Provide a High Quality of Life for Children and Families." The program will reduce child abuse and
neglect, reduce substance abuse, improve,parenting skills and increase the percentage of safe, stable households.
BACKGROUND_
On March 7, 2000, the Board approved a,contract with the Nurture Company, a nonprofit corporation, to develop a
Monument Corridor pilot program to provide services to first-time mothers. The Welcome Home Baby Program is
a prevention and early intervention program providing home visiting for first-time families. The identification of
first-time families, and provision of weekly home visits emphasizing infant bonding and nurturing child
development, health education and medical care, and assistance with employment, housing, transportation and
childcare can provide appreciable reductions in child abuse and neglect and other significant health and education
concerns.
National research has shown home visitation to first time families reduces the short and long term family impact of
substance abuse, domestic violence and mental health problems; reduces CPS intervention and child abuse rates;
increases the early identification and treatment of developmental problems and special needs children; increases the
use of safe home and child safe practices; and, improves the parenting skills and family coping skills to develop
parent child interaction and stimulate positive child development.
The Welcome Home Baby pilot program, was developed in the Monument Corridor serving first time families in
three zip codc;;areas. Nurture Company will expand the current pilot program from the three Monument Corridor
zip code areas to areas served by Contra Costa Regional Medical Center, Sutter Delta Medical Center and Doctors
Medical Center. The target population will be first time families delivering at those hospitals. The program
expansion will extend services from 300 families currently served to an estimated 900 families by the end of the
fiscal year.

Welcome Horne Baby is part of a larger home visiting model under development in the County by the Home
Visiting Funders Coalition with representatives from the Employment and Human Services Department, Health
Services Department, Community Services Department and Children and Family Commission. When the home
visitation model is fully developed, services will be made available to every family to include prenatal, at-risk and
fast time families, and others expressing a need for services.
The prior program funding was for program start-up costs. The $1,400,000 requested includes any unexpended
funds for capital expense committed and/or encumbered by the Nurture Company under the current contract. This
funding will allow for the addition of 40 home visitors, support staff, education and training, evaluation services,
hospital intake services, computer equipment, facility expansion and prograrn coordination.
