BACKGROUND_
The California Legislature established the Cal Learn program with the passage of Senate Bill 35 and 1078
(Chapters 69 and 1252, Statutes of 1993). The statute required that each county submit, as a supplement to
its GAIN Plan, a plan to implement Cal Learn. Contra Costa County implemented the Plan in August 1,
1994.
Funding for the Cal Learn Program is part of the Ca1WORKs Single Allocation. That portion of the
allocation is restricted to the funding of Cal Learn.
Cal Learn is a program specifically designed to benefit pregnant and parenting teens. The purpose is to keep
those teens in school and assist them in obtaining a high school diploma or its equivalent.
