Director �� Employment and Human Services Depar t r__ � County DATE: June 26, 2001 SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to Contract (#21-178-10) with East Bay Perinatal Council in the amount of$341,550 for the Cal Learn Program for the period of July 1, 2001 through June 30, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION_ APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to Contract (921-178-10) with East Bay Perinatal Council in the amount of$341,550 for the Cal Learn Program for the period of July 1, 2001 through June 30, 2002. FINANCIAL, IMPACT: $341,550 Ca1WORKs Single Allocation; 93% Federal, 7% County. CHII,DRF.N'S IMPACT STATEMENT- This contract supports all five of Contra Costa County's community outcomes: 1) "Children Ready for and Succeeding in School"; 2) "Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for Children and Families." By delivering pregnant and parenting teens a combination of case management, supportive services, and assisting a high school diploma or equivalent will increase independent living skills. Expected outcomes are increased physical and emotional stability for the teen and children of the-teen parent, increased opportunity for non- subsidized employment and improved parental stress management. BACKGROUND_ The California Legislature established the Cal Learn program with the passage of Senate Bill 35 and 1078 (Chapters 69 and 1252, Statutes of 1993). The statute required that each county submit, as a supplement to its GAIN Plan, a plan to implement Cal Learn. Contra Costa County implemented the Plan in August 1, 1994. Funding for the Cal Learn Program is part of the Ca1WORKs Single Allocation. That portion of the allocation is restricted to the funding of Cal Learn. Cal Learn is a program specifically designed to benefit pregnant and parenting teens. The purpose is to keep those teens in school and assist them in obtaining a high school diploma or its equivalent.
