SUBJECT: Family and Children's Trust Committee (FACT) Funding Recommendation.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION&
1) ACCEPT the Family and Children's Trust Committee (FACT) recommendation resulting from Request
for Proposal #1057 (RFP 41057) to fund the proposal submitted by Opportunity West, AND
2) APPROVE AND AUTHORIZE the Employment and Human Services Director, or designee, to
contract with Opportunity West in the arnount of $78,613 for the Teenage Resource Center as set forth
in the agency response to RFP #1057 for the period of July 1, 2001 through June 30, 2002:
FINANCIAL IMPACT:
$78,613 Birth Certificate Fund AB 2994 and Ann Adler Family and Children's Trust Fund; 100% County.

The contracts will support all five of the community outcomes: "Children Ready for and Succeeding in School",
'*Children and Youth Healthy and Preparing for Productive Adulthood", "Families that are Economically Self
Sufficient", "Families that are Safe.. Stable and Nurturing", "Communities that are Safe and Provide a High
Quality of Life for Children and Families" by delivering to children and families a combination of therapeutic,
educational, and supportive services. Expected program outcomes are reduced child abuse and neglect;
reduced incidences of domestic violence; reduced incidences of parent and child substance abuse; and,
improved parental stress management.
BACKGROUND:
In February 2001, the Board of Supervisors authorized the development and issuance of Request for Proposal
#1057 (RFP 91057) for FACT funding contracts for FY 2001-2002.
The FACT Committee developed the Request for Proposal following an extensive needs assessment process.
The service strategies and priorities for FACT funding in FY 2001/2002 emerged from the needs assessment
and services to address those needs were solicited through RFP #1057.
Funds were made available for family support services, including, the implementation of family resource
centers. FACT funded Opportunity West for FY 2000/2001 for the planning and outreach phase of the Teenage
Resource Center in Richmond. The total contract amount requested includes carryover of unexpended funds
from the planning and outreach phase of the Teenage Resource Center development.
The Teenage Resource Center is a collaboration of Opportunity West, West Contra Costa Unified School
District, Office of Education/Teen Challenge, North Richmond Employment Collaborative, Community
Housing Development Corporation, Unity Church, and North Richmond Missionary Baptist Church Career
Center. Services include, but are not limited to, crisis counseling, parenting classes, tutoring, school re-
enrollment advocacy, life skills training, information and referral, childcare, and no-cost baby supplies and
household goods.
