SUBJECT: CONTRACT WITH KEVEN ORMISTON FOR TECHNICAL ADMINISTRATIVE COMPUTER
CONTRACT SERVICES
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS `
Authorize the Community Development Director, or his designee, to execute a contract with Keven
Ormiston for Technical Computer Support Services in the amount of$46,640.00 for the 6-month period
from August 1, 2001 through January 31, 2002.
FISCAL IMPACT
No impact to County General Fund. Costs are covered by the Community Development Department
budget.
BACKGROUND/REASONS FOR RECOMMENDATIONS
Presently, the Community Development Department is working collaboratively with both the Building
Inspection Department and the Public Works Department on two new computer systems--the Sierra
Permits System to track Land Use applications and building permits and a shared application billing and
timekeeping system. Simultaneously, Community Development is digitizing the County General Plan
map which will expedite land use analysis, as well as expand internet access to the General Plan map; and
upgrading our department website to enhance public access to meeting agendas, agenda items, and other
department information.

The Department has lost it's one permanent IT staff person on a transfer to Public Works. This contract will
allow the Department to maintain critical operations.
CONSEQUENCES OF NEGATIVE ACTION
The department cannot maintain and update Land Use information nor continue Land Use application tracking
and fee recovery without technical computer support staff.
