SUBJECT: Approve and Authorize the Public Works Director to execute an amendment to
the consulting services agreement with Group Ipex, Inc., extending the contract
from August 1, 2001 to July 31, 2002, and increase the contract amount by
$193,000 from $282,000 to a new Contract Payment Limit of $475,000.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE the Public Works Director to execute an amendment to the
consulting services agreement with Group Ipex, Inc. The terms of the above-described
contract between parties hereto is hereby extended from August 1, 2001 to July 31, 2002, and
increase the contract amount by $193,000 from $282,000 to a new total Contract Payment
Limit of$475,000.
II. Financial Impact:
None. All costs are supported by application fees and gas tax revenue.

III. Reasons for Recommendations and Background:
Retaining this consultant to provide Application Development services, which will include
designing, coding and testing of reports and input forms needed to maintain the Oracle
database.
IV. Consequences of Negative Action:
The Joint Billing System project will be delayed beyond the currently scheduled September
deployment. Other staff will need to be re-allocated to handle work on the annual SWUF
Assessment, resulting in the delay; of other PW database development, including JBS. Also,
loss of experienced programming resource for GIS Parcel data administration, likely resulting
in delays to Department's GIS Pilot Program.
