SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a contract with Family Support Services of the Bay Area (#21-004-17) in the amount of$250,000, for respite services for the Heritage Project, for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: Options For Recovery: County cost 30 percent ($75,000); State funding 70 percent ($175,000). CHII.DREN'C IMPACT STATEMENT* Respite services support four of Contra Costa County's community outcomes: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Respite services may be used during times of crisis when a caregiver needs to be away from home or when parents or relative caregivers must pursue other activities that temporarily take them away from children whose special needs require ongoing care. RACKGROIINDe The Board last approved EHSD to contract with Family Support Services of the Bay Area ("FSSBA") on October 17, 2000 (c. 61) for the 2000-2001 fiscal year. This contract for FY 2001-02 will allow Family Support Services of the Bay Area to continue to provide respite services for foster parents or relative caregivers to drug-exposed and medically fragile children under three years of age with special needs. FSSBA supports foster care providers throughout Contra Costa County, with respite services available 24-hours a day, seven days a week.
