SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Ms. Nancy Johnson (#21-784-0) in the amount of$42,500 for Volunteer and Emergency Service Program position for the period of August 1, 2001 through July 31, 2002. FINANCIAL IMPACT: $42,500 Employment and Human Services Department Administrative Costs; 20% County, 62% State, 18% Federal. CHILDREN'S IMPACT STATEMENT This contract supports number three, four, and five of the community outcomes dstablished in the Children's Report Card: 3)"Families that are Economically Self Sufficient"; 4) "Families that are:Safe, Stable, and Nurturing"; and 5)"Communities that are Safe and Provide a High Quality of Life for Children and Families." BACKGROUND: The Volunteer and Emergency Services Program of the Employment and Human Services Department (EHSD) fundraises and obtains in-kind donations to provide emergency supplemental resources to stabilize low—income families and individuals in crisis. Food, furniture, clothing, toys, and educational supplies promote self- sufficiency by removing barriers to employment, housing, and other basic living needs. Struggling families receive summer campership donations, tickets to cultural and sporting events, and holiday baskets enhancing and supporting the quality of life for the family unit. During the previous four years, the quantity and value of donated goods doubled from $242,939 to more than $600,000. EHSD receives a grant for the San Francisco Chronicle's Season of Sharing (SOS) campaign, which is administered by program staff. Stabilizing families in crisis through housing assistance, the grant increased by 510% from $88,750 in 1986 to $452,952 in 2001. The Volunteer and Emergency Service Program position administers volunteer activities which provide direct services and support to clients in crisis through assessment, counseling, and referral by intervening and minimizing the crisis families experience.
