HomeMy WebLinkAboutMINUTES - 07172001 - C.51 TO: BOARD OF SUPERVISORS St William Walker, M.D. , Health Services Director FROM: _ By: Ginger Marieiro, Contracts Administrator -' Contra Costa DATE: July 3, 200X. 7° v County OrT �( COUN SUBJECT: Approval of Standard Agreement (Amendment) #29-764-6 with the State of California Major Risk Medical Insurance Board SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: Approve and authorize the Health Services Director, or his designee (Milt Camhi) , to execute on behalf of the County, Standard Agreement (Amendment) #29-764-6 with the State of California Major Risk Medical Insurance Board effective June 30, 2001 to increase the Payment Limit by $40, 000 to a new Total Payment Limit of $62, 607 and extend the term through June 30, 2002, for the Major Risk Medical Insurance Program. FISCAL IMPACT: This Standard Agreement (Amendment) will increase the Payment Limit by $40, 000 for the Major Risk Medical Insurance Program. This Program is funded through a combination of Contra Costa County Health Plan (Health Plan) subscriber premiums and State of California funding from tobacco tax monies. Neither Health Plan nor the County is at risk for costs of services in the Major Risk Medical Insurance Program. Each subscriber will pay 125% of the usual premium and the State will fund the difference between that and the total cost of care, up to $62, 607. The California Major Risk Medical Insurance Board requires that this contract be a confidential document for one year and requires that the fiscal provisions attachment remains confidential for a period of four years. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : On August 17, 1999, the Board of Supervisors approved Standard Agreement #29-764-5, for participation by Health Plan in the California Major Risk Medical Insurance Program, for the period from July 1, 1999 through June 30, 2001. This State program is designed to provide health insurance to Californians who are unable to obtain coverage on the open market. Eligible Californians include those who have been denied individual or small group coverage within the previous twelve months, those who have been involuntarily terminated from health insurance coverage for reasons other than non-payment of premiums, and those who have been requested to pay health insurance premiums higher than the Major Risk Medical Insurance Program subscriber rate. Approval of Standard Agreement (Amendment) #29-764-6 will allow Health Plan to continue participating in the Major Risk Medical Insurance Program through June 30, 2002 .
