SUBJECT: Authorize the Public Works Director to execute a Consulting Services Agreement with
Vali Cooper& Associates, Inc. for the North Broadway Area Infrastructure Project in the
amount of $75,000, Project No. 0662-6R4125-01, Bay Point area.

I. Recommended Action:
AUTHORIZE the Public Works Director to execute a Consulting Services Agreement with Vali
Cooper & Associates, Inc. for the North Broadway Area Infrastructure Project in the amount of
$75,000 to provide construction management services.
Il. Financial lmpact:
There will be no impact on the County General Fund. The Consulting Services Agreement is for
$75,000 and shall be paid for by Contra Costa County Redevelopment Agency (100%)

III. Reasons for Recommendations and Background:
The construction contract for the North Broadway Area Infrastructure Project was awarded to the
lowest responsible bidder on July 17, 2001. Construction activities are expected to begin on
August 8, 2001 and the Consulting Services Agreement is due to expire on December 31, 2001.
The construction management services include construction engineering, project management, and
construction inspection. Vali Cooper&Associates, Inc. was selected for this contract from a field
of eight consulting firms.
IV. Consequences of Negative Action:
If the Consultant Services Agreement with Vali Cooper & Associates, Inc. is not approved, it
may not be possible to complete construction of the approved project.
