SUBJECT: Authorize the Public Works Director to execute a Consulting Services Agreement with
Vali Cooper & Associates, Inc. for the 2001 Overlays-Federal Funded Project in the
amount of $150,000, Project No. 0662-6R4243-01, various County locations

I. Recommended Action:
AUTHORIZE the Public Works Director to execute a Consulting Services Agreement with Vali
Cooper & Associates, Inc. for the 2001 Overlays-Federal Funded Project in the amount of
$150,000 to provide construction management services.
II. Financial Impact:
There will be no impact on the County General Fund. The Consulting Services Agreement is for
$150,000 and shall be paid for by Transportation Equity Act Funds (88.53%) and Measure C
Funds (11.47%).

Ill. Reasons for Recommendations and Background:
The construction contract for the 2001 Overlays-Federal Funded Project was awarded to the lowest
responsible bidder on June 26, 2001. Construction activities are expected to begin on July 23,
2001 and the Consulting Services Agreement is due to expire on December 31, 2001.
The construction management services include construction engineering, project management,and
construction inspection. Vali Cooper&Associates, Inc. was selected for this contract from a field
of eight consulting firms.
IV. Consequences of Negative Action:
If the Consultant Services Agreement with Vali Cooper & Associates, Inc. is not approved, it
may not be possible to complete construction of the approved project.
