SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Introduce ordinance to establish supervisorial redistricting boundaries, waive reading and set July
24, 2001 for adoption at public hearing.
FISCAL IMPACT
No additional impact beyond those specified on April 24, 2001 Board Order concerning redistricting
of the County supervisorial districts.
BACKGROUND/REASONS FOR RECOMMENDATIONS
As directed by the Board of Supervisors on July 10, 2001, the Community Development Department
has drafted an ordinance outlining the legal descriptions of the five Supervisorial Districts. A copy of
the proposed ordinance (Ordinance 2001-13) is attached as Exhibit 1. The ordinance reflects the
boundaries which the Board of Supervisors designated on that date. The boundary lines are shown
on the attached maps (Exhibit 2). This plan was originally designated as Scenario 4e and has been
modified to split census tract 3551.06 between Districts IV and V as requested by the Board at its July
10, 2001 meeting.
A fist of the jurisdictions and census tracts in each district is attached as Exhibit 3.

ORDINANCE 2001-13 EXHIBIT 1
(SUPERVISORIAL REDISTRICTING)
The Contra Costa County Board of Supervisors ordains as follows (omitting the parenthetical
footnotes from the official text of the enacted or amended provisions of the County Ordinance
Code):
SECTION I. SUMMARY: This ordinance establishes the decennial supervisorial redistricting plan
for Contra Costa County as required by Elections Code sections 21500 — 21506.
SECTION II. This ordinance repeals Article 24-2.2 of the County Ordinance code and replaces
it with new Article 24-2.2 set forth below.
SECTION III. Article 24-2.2 is added to the County Ordinance Code to read:
Article 24-2.2
Supervisorial Districts
24-2.202 Census Tracts Used. The supervisorial districts are described by reference to
census tracts (CT), Blocks, and Block groups used in the 2000 federal decennial census as
established by the U.S. Bureau of the Census and filed with the County Community Development
Director, the exterior boundaries of which are the boundaries of each supervisorial district, except
where partial tracts are designated by reference to established local boundaries. (Ords. 2001-13,
91-45, 86-90, 82-43, 81-71, 71-87: prior code section 2102: Ord. 1786.)
24-2.204 District I. Supervisorial District I comprises these census tracts:
Whole Census Tracts:
CTs 3602 through 3620, 3650.01 through 3920.
Partial Census Tracts:
CT 3560.02 -The part inside the city of Richmond as of January 1, 2000; and census.blocks 2034-
2036, 2049-2053, 2058-2068, 2071-2082, 2994-2996, 2998-2999.
CT 3591.02 — The part in Bay View/Montalvin Manor CDP (census blocks 3007 and 3008) as of
January 1, 2000.
CT 3601 —The part outside the Pinole city limits as of January 1, 2000.

SUBJECT: REDISTRICTING THE COUNTY SUPERVISORIAL DISTRICT
BOUNDARIES
Dear Chairperson Uilkema and Members of the Board:
I am writing to urge that you reconsider your preliminary decision regarding the
redistricting plan for Contra Costa County. Over the recent years, the County and the
Cities have worked together to address countywide concerns on the basis of mutual
respect and cooperation. This redisiricting plan,which divides the City of Walnut Creek
into three Supervisorial districts is in direct conflict with this practice.
I urge you to adopt a redistricting plan that maintains the integrity of city boundaries and
provides equal representation for all communities.
