SUBJECT: Approval of Novation Contract #24-925-6 with Lincoln Child Center
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract #24-925-6 with Lincoln Child Center in
an amount not to exceed $328,146, to provide school-based mental health services for
severely emotionally disturbed students and their families, for the period from July 1,
2001 through June 30, 2002 .
FISCAL IMPACT:
This Contract is funded 48.4% by Federal FFP Medi-Cal Funds, 45 .5% by State EPSDT Funds,
and 6.1% by Mt. Diablo Unified School District Funds. No County funds are required.
CHILDREN'S IMPACT STATEMENT:
This Mental Health EPSDT Program supports the following Board of Supervisors' community
outcomes: Children ready for and succeeding in school; Families that are safe, stable,
and nurturing; and Communities that are safe and provide a high quality of life for
children and families. Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
This Contract meets the social needs of County's population in that it provides therapy,
medication support, case management, outreach, and crisis intervention services to
elementary aged students in East County in order to reduce the need for out-of-home
placements.
On August 1, 2000, the Board of Supervisors approved Contract #24-925-4 (as amended by
Contract Amendment Agreement #24-925-5) with Lincoln Child Center, for the period from July
1, 2000 through Jure 30, 2001 (with a six-month automatic extension through December 31,
2001) for the provision of school-based mental health services for severely emotionally
disturbed students and their families.
Approval of Novation Contract 24-925-6 will replace the six-month automatic extension under
the prior agreement, and will allow the Contractor to continue providing services through
June 30, 2002.
