SUBJECT: Approval of Contract #74-017-2 with Stars, Inc .
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Contract #74-017-2 with Stars, Inc. , in an amount not to
exceed $663, 814, to provide intensive day treatment and mental health services for
Seriously Emotionally Disturbed (SED) Children in West County, for the period from July
1, 2001 through June 30, 2002.
FISCAL IMPACT:
This Contract is funded 32 .6% by Federal Medi-Cal, 30.9% by State EPSDT, and 36.5% by
Challenge Grant Funding through the Probation Department.
CHILDREN'S IMPACT STATEMENT:
This Circle of Care Program will support the following Board of Supervisors' community
outcomes: "Children Ready For and Succeeding in School"; "Families that are Safe, Stable,
and Nurturing" ; and "Communities that are Safe and Provide a High Quality of Life for
Children and Families" . Expected program outcomes include an increase in positive social
and emotional development as measured by the Child and Adolescent Functional Assessment
Scale (CAFAS) and Youth Self Report (YSR) .
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
The Circle of Care program is a collaborative project of the Mental Health Division, the
County Office of Education, the Department of Employment and Human Services, and the
Probation Department to address issues of physical, sexual, emotional, and substance abuse;
gang involvement; academic skills; and family issues for adolescent girls who are at risk,
or who are on probation.
This Contract meets the social needs of County's population in that it provides intensive
day treatment and mental health services for adolescent girls with emotional and behavioral
problems to improve school performance, reduce unsafe behavioral practices, and reduce the
need for out-of-home placements.
On December 12, 2000, the Board of Supervisors approved Novation Contract #74-017-1 with
Stars, Inc. , for the period from July 1, 2000 through June 30, 2001. Approval of Contract
#74-017-2 will allow the Contractor to continue providing services through June 30, 2002.
