AUTHORIZE the Public Works Director to ADVERTISE the project at his discretion, and
DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk.

RECOMMENDED ACTION (continued):
AUTHORIZE the Public Works Director to arrange for payment of a$25 fee to Community Development
for processing, and a $25 fee to the County Clerk for filing the Notice of Exemption.
Il. FINANCIAL IMPACT:
The estimated project cost for the Center Avenue-Marsh Drive-Solano Way Bikeway is$88,000.00, funded
by Transportation Fund for Clean Air Grant (62.5%) and Road Funds (37.5%).
III. REASONS FOR RECOMMENDATION/BACKGROUND:
The purpose of this project is to create a bikeway between the south Martinez and Pacheco areas to the Bates
Avenue Industrial Park and the North Concord-Martinez BART Station; No additional right of way is
required. Some trees and shrubs may need trimming throughout the project limits.
The work consists of applying a slurry seal road surface treatment and installing a combination of Class H
(bike lane striping and signing) and Class III (bike route signing only) bikeway, as well as installing
directional signs along the 4.5-mile (approximately) bikeway corridor. Applying the slurry seal surface
treatment to the roadway(including cleaning the road surface,weed removal,and sweeping)extends the life
of the existing pavement and reduces deterioration by sealing the surface from air and moisture. After the
slurry seal road surface treatment is applied,bike lane striping,signing,and lane markings will be installed.
Slurry seal road surface treatment, as well as Class R bike lanes will be installed on Center Ave., between
Hidden Lakes Dr. and Aspen Dr. (Figure 3),continuing from Center Ave. onto Marsh Drive to the Concord
City Limit(Figure 3 &4). Class III bikeway will be installed from Solano Way(north)to the existing bike
route on Arnold Industrial Way (Figure 4), which connects to the Port Chicago Highway bikeway. An
encroachment permit will be obtained from the City of Concord, as well as General Plan Conformance.
Traffic control through the construction zones will be implemented.
The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The
project consists of maintenance of existing facilities involving no expansion of use beyond that previously
existing. No scenic resources will be removed as a result of the activity. This project is consistent with
CEQA Guidelines § 15301(c). The project will not result in the removal of any scenic resource.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of design and construction and may jeopardize funding.

The project will not have a significant effect on the environment. The recommendation is
based on the following: The project consists of maintenance of existing facilities involving no expansion of use
beyond that previously existing. No scenic resources will be removed as a result of the activity. This project is consistent
with CEQA Guidelines § 15301(c).

GENERAL CONSIDERATIONS:
