Project No.:-0662-6U4849-64, CP# 01-42 0662-6U4094-01 SPECIFIC REQUEST(S) OR RECOMMENDATION (S) & BACKGROUND AND JUSTIFICATION I. Recommended Action: 1. DECLARE and FIND that an emergency exists and AUTHORIZE the Public Work Director to proceed with the repair of the Briones Valley Road Bridge, Brentwood area. 2. FIND, based on the evidence set forth below and as contained in the minutes of the Board meeting, pursuant to Public Contract Code Sections 22035 and 22050,that an emergency exists, commencing on or about July 11, 2001,that the emergency will not permit a delay resulting from a competitive solicitation for bids, and that the action described in this order is necessary to respond to the emergency. 3. AUTHORIZE the Public Works Director to proceed in the most expeditious manner to replace the bridge and allow the closure of Briones Valley Road for the duration of construction in the Brentwood Area. 4. DIRECT the Public Works Director to make periodic reports to the Board of Supervisors, as required by Public Contract Code 22050 to enable the Board of Supervisors to determine that there is a need to continue the emergency action. WAIVE the County Outreach Program requirements for construction contracts, purchasing contracts, and professional service contracts. II. Financial Impact: There is no impact to the General Fund. The total cost of repairs cannot be fully determined at this time, but staff is developing estimates to expeditiously complete the bridge replacement. The bridge replacement will be funded by Local Road Funds (100%). Ill. Reasons for Recommendations and Background: The bridge on Briones Valley Road over an unnamed creek in the Brentwood area was built an unknown number of years ago. It is a wooden deck supported by round timbers, which sit on a stacked, grouted rock foundation. In early February 2001 the condition of the bridge was noted in a routine bridge inspection.A project was set up to replace the bridge in 2002. Recent inspections showed that the level of deterioration has progressed to a much more advanced level. The wooden abutment caps are heavily rotted and crushed. The timbers which support the decking appear solid, but on closer inspection exhibit excessive deterioration to the point that four of the eight are hollow shells with very little, if any structural capacity. Due to these factors the bridge is in imminent danger of collapse. We recently received correspondence from the East Diablo Fire Protection District, dated July 11, 2001, indicating that they consider the road a vital artery to provide emergency services to the area and requesting the immediate replacement ofthe bridge. It is our current plan to utilize a portion of the recently dismantled"Bailey"style bridge,which served as the Delta Road crossing to Holland tract. This is a temporary military structure, which will provide for quick construction of the crossing, and reestablishing emergency vehicle access as well as public access to the area. Community Development has determined the project to be statutory exempt from the California Environmental Quality Act, (CP# 01-42). Pursuant to the provisions of Section 22035 and 22050 of the Public Contract Code, when appropriate findings of an emergency are made by the Board of Supervisors, the norrnal bidding procedures are waived and repairs can begin immediately. We are, therefore, recommending that the Board make such findings and direct the Public Works Director to proceed with the project and enter into any necessary contracts. IV.
