RECOMMENDED ACTION: APPROVE the Wharf Drive Pedestrian Path project and, DETERMINE that the project is a California Environmental Quality Act (CEQA) Class 3 Categorical Exemption, and AUTHORIZE the Public Works Director to ADVERTISE the project at his discretion, and DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. AUTHORIZE the Public Works Director to arrange for payment of a $25 fee to Community Development for processing, and a$25 fee to the County Clerk for filing the Notice of Exemption. FINANCIAL IMPACT: The estimated project cost for the Wharf Drive Pedestrian Path is $72,000.00 funded by Transportation Development Act (TDA)-(100%). III. REASONS FOR RECOMMENDATION/BAC.KGROUND: The purpose of this project is to provide a pedestrian path to schools and public transit bus stops. The project consists of minor road excavation, widening the existing pavement, installing storm drain pipes, inlets, asphalt concrete dike, pedestrian path, and restriping the road. The project consists of: Wharf Dr. (between Marina Road and Pacifica Avenue), the work consists of: On the west side of Wharf, minor road excavation and widening (approximately 5 feet wide), excavating an existing earthen ditch(approx. 3 feet deep) extending from Marina Rd. to approximately 400 feet south. There is evidence of minimal wetland vegetation in the earthen ditch, therefore, regulatory permits will be obtained prior to construction. Install two storm drain pipes; one approximately 300 feet south of Marina Road and the other approximately 200 feet north of Pacifica Ave., both extending (25 ft. each) from the east side to the west side of Wharf Dr. Also, install two drainage inlets to conncct to the storm drains, and restripe the road. On the east side of Wharf Drive, install an asphalt concrete dike and a five-foot wide pedestrian path from end of the sidewalk near Marina Road extending approximately 600 ft. south to Pacifica Avenue. Trim trees and clean cut any roots exposed during excavation. Pacifica Ave., the work consists of: On the north side of Pacifica Avenue from Wharf Drive to approximately 290 feet east, install an asphalt concrete dike, a five-foot wide pedestrian path, adjust utilities, and restripe the road. Also, remove a non- native eucalyptus tree (approx. 18-inch DBH). The project has been determined to be in compliance with the General Plan and is exempt from CEQA. The project consists of construction and installation of limited numbers of small new facilities.. The project will not result in the removal of any scenic resources. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding.
