RACKGROI)ND:
Under prior authority of the Private Industry Council (PIC) One-Stop Career Center operations contractors
entered into On-the-Job (OJT) contracts with employers throughout the County in order to obtain subsidized
work slots for Job Training Partnership Act and Welfare-to-Work clients. During this transition year from
the prior PIC operations model to the service delivery model used by EHSD, the Department has retained the
authority to enter into OJT contracts. However, the number of such agreements and the rate with which
clients turnover in OJT slots make it difficult to provide timely contractual service for the program.
Therefore, assigning signature designee status to the One-Stop Career Center Coordinators for the OJT
contracts using a standardized agreement format has been determined by Department management to be the
most timely and efficient method of providing this service.
The U.S. Department of Labor requires subsidies-paid to employers for the training of County WIA and
WtW clients be paid through a contract. This contract stipulates the job training to be provided by the
employer to the client with the goal of the employer hiring the client on a regular unsubsidized basis. The
employer subsidy for employing and training the client is not to exceed 50% of the wage for a period not
more than six months. Experience under JTPA suggests that OJT periods average six weeks.
For fiscal year 2001-2002, staff anticipates a total of 36 WIA clients to participate in OJT at an average cost
of$2,880 each. Staff anticipates a total of 15 WtW clients to participate in OJT at an average cost of$2,560
each. The total cost of the OJT program is not expected to exceed $145,000 for fiscal year 2001-2002.
Funding for this ongoing program will be determined by Workforce Investmenta(116 nd Welfare-to-Work
allocations. Program costs are fJnot anticipated to substantially change in future fis years.
