SUBJECT: APPROVE and AUTHORIZE the Employment & Human Services Department Director, or
designee, to AMEND the contract (#21-553-3) with Laidlaw Transit, Inc., to increase the
contract amount by $15,000 to a total contract amount of$614,852 to expand the current
transportation pilot to provide services to Independent Living Program participants for the period
of May 1, 2001 through September 30, 2001.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment & Human Services Department Director, or designee, to
AMEND the contract (#21-553-3) with Laidlaw Transit, Inc., to increase the contract amount by $15,000 to
a total contract amount of$614,852 to expand the current transportation pilot to provide services to
Independent Living Program participants for the period of May 1, 2001 through September 30, 2001.
FINANCIAL. IMPACT:
$15,000 Independent Living Program Funding; 100% Federal.
CHILDREN'S IMPACT STATF.MF,NT:
The program supports three of the Contra Costa County's community outcomes " (1) Children Ready for and
Succeeding in School" "(3) Families that are Economically Self-sufficient", and "(5) Communities that are Safe
and Provide a High Quality for Children and Families" by adding services to facilitate the transportation for
youth to and from independent living skills training, counseling and education classes.

In October 1999, the Board granted Employment and Human Services (EHSD) the authority to contract with
Laidlaw Transit, Inc., to develop and implement a pilot program for transportation focused training and
employment services to hard-to-serve Ca1WORKs participants. The contract was funded from the Governor's
15% Grant for Special Projects.
Employment and Human Services is requesting authority to expand the pilot program to provide transportation
services to youth in the Independent Living Skills Program, building upon the existing infrastructure of buses
and routes developed in the programs funded by the grant. The expanded transportation services will facilitate
the attendance of Independent Living Skills Program youth in training, recreation and counseling programs.
Youth attend the programs in multiple county locations, evenings and weekends requiring safe, dependable
transportation systems.
