SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with FamiliesFirst, Inc., (contract #21-386-6) in the amount of$760,000 for
Shared Family Care program for the period from July 1, 2001 through June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION_
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
FamiliesFirst, Inc., (contract #21-386-6) in the amount $760,000 for Shared Family Care program for the
period from July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT-
$150,000 State Family Preservation; 25% County, 25% State, 50% Federal.
$600,000 TANF; 100% Federal
$10,000 Zellerback Family Foundation; 100% Private

This contract supports all five Contra Costa County's community outcomes: 1) Children Ready for and
Succeeding in School; 2) Children and Youth Healthy and Preparing for Productive Adulthood; 3) Families
that are Economically Self-Sufficient; 4) Families that are Safe, Stable, and Nurturing; 5) Communities that
are Safe and Provide a High Quality of Life for Children and Families. The Shared Family Care program
provides services that support the whole family's ability to live together, insure the children's safety, and
prevent out-of-home placement. Families learn skills that support their ability to live independently and
develop a positive connection to the community.
RACKGROUNDe
Shared Family Care program is a pilot program developed by the Employment and Human Services (EHSD)
that provides services to the family as a whole to reduce the number of children placed in the foster care
system and prevent the unnecessary separation of families. The program provides live-in mentors to parents
and children, support groups, case management, crisis intervention/conflict resolution, and housing
assistance. Skills learned will strengthen the family unit, develop self-sufficiency, and support the families'
ability to live independently.
The Shared Family Care program operates countywide in Contra Costa, through offices located in East,
West, and Central County.
