SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION: APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to ENTER into vocational training contracts with training vendors listed in Attachment 1 for occupational skills training for Welfare-to-Work and Workforce Investment Act clients with the payment limits therein for the period July 1, 2000 through June 30, 2001. FISCAL IMPACT: No County costs. Occupational skills training conducted through these individual referral agreements will be paid with 100% Federal Welfare-to-Work and Workforce Investment Act funds through the professional services line item in the Department Budget: $148,500 - 100% Federal Funding. CHILDREN'S IMPACT STATEMENT: Activities carried out through the individual referral agreements will indirectly support the third community outcome — "Families that are Economically Self-Sufficient". BACKGROUND: Contracts for occupational skills training were used for nearly twenty years under the prior authority granted by the Private Industry Council and it's Board. Other mechanisms of providing this service have been in negotiation on a regional level since last spring as a result of the merger of the Department with the Private Industry Council. However, clients still need occupational skills training- in order to move from cash assistance to unsubsidized employment. To this end the Department request the authority to enter into individual referral agreements with training vendors listed through the State of California Eligible Training Provider List, a State approved list of vocational training vendors. The average occupational skills training tuition over the last three years has been $3,500. Over the last three years the Private Industry Council and the Department have averaged 137 clients per year participating in occupational skills training through WIA and WtW.
