Costa bnn i- COMMUNITY DEVELOPMENT DIRECTOR County 01 : DATE: June 5, 2001 SUBJECT: APPOINTMENT TO ADVISORY COMMITTEE FOR THE COUNTYWIDE BICYCLE AND PEDESTRIAN PLAN SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPOINT the following staff to the Contra Costa Transportation Authority's advisory committee for the Countywide Bicycle and Pedestrian Plan: John W. Cunningham, Community Development Department Joe Yee, Public Works Department (as the alternate) FISCAL IMPACT None. Staff time for this effort has been incorporated into the Department's budget. BACKGROUND/REASONS FOR RECOMMENDATIONS On January 23, 2001, the Board of Supervisors sent a letter of support for the Contra Costa Transportation Authority's proposed scope, schedule and.budget for preparing the Countywide Bicycle and Pedestrian Plan (Plan), and requested that the Transportation Water and Infrastructure Committee monitor the preparation of the Plan. On April 5, 2001, the Contra Costa Transportation Authority asked the Board of Supervisors to appoint a member to the advisory committee for the Plan (see Exhibit A). The committee would meet periodically throughout the expected 14-to 16-month planning process to help shape the Plan. Ultimately, the Department anticipates recommending that the Board of Supervisors incorporate relevant portions of this plan into the County General Plan. The Authority recommended that the candidate be from the Community Development or the Public Works Department. The Public Works Director supports the recommendation. Please be aware that the Authority has requested that the Health Services Director appoint a staff person from the Community Wellness and Prevention Program. Mr. Cunningham will provide periodic reports to the Transportation Water and Infrastructure Committee on the Plan's development. CONTINUED ON ATTACHMENT: X YES SIGNATURE � . We Doniatzin recommend that the candidate be from either the Public Works or the Communi Development Department. Please note, We are also asking the head of the Community Wellness and Prevention Program to appoint a staff person from iat Robert K.McCleary Executive Director County Agency to serve on the committee. The committee would meet periodically throughout the expected 14- to 16-month planning process to help shape the plan. The committee will help resolve the issues facing bicyclists and pedestrians in Contra Costa by reviewing and recommending refinements to the various reports and analyses the consultants and Authority staff will prepare. The 2000 Update to the Countywide Comprehensive Transportation Plan, which the Authority adopted in July 2000, included a task to "work with local jurisdictions and the public to develop a plan for improving the facilities needed to improve safety and support increased use of bicycles as an alternative transportation mode in Contra Costa." In February of this year, the Authority authorized staff to begin work on this plan, the Countywide Bicycle and Pedestrian Plan. This plan will outline policies, programs and projects that will help carry out the Authority's goal of expanding safe, convenient and affordable alternatives to the single-occupant automobile. V Ms. Gail Uilkema Thursday, April 05, 2001 Page 2 ,ti 1 The BPPAC will include citizens and staff from throughout Contra Costa. The Authority is hoping to enlist the following people to make up the committee: ■ One staff member and one alternate, appointed by each Regional Transportation Planning Committee (RTPC) ■ One public member familiar with bicycle or pedestrian issues, appointed by each RTPC ■ One staff member from the East Bay Regional Park District ■ One staff member from Contra Costa County%, ■ One representative of the Community Wellness and Prevention Program ■ One member appointed by the City-County Engineers, from a jurisdiction not otherwise represented ■ One member appointed by the East Bay Bicycle Coalition We hope to begin meeting with the BPPAC in late May to begin reviewing the scope of work for the consultant, and to outline a schedule, including public outreach, for the planning process.
