SUBJECT: REPORT ON JOINT REQUEST FOR FUNDING FOR SHIP CHANNEL NAVIGATION
(DREDGING AND DISPOSAL) PROJECTS
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE Chair to sign letters thanking U.S. Representatives George Miller, Ellen
Tauscher, Doug Ose and Richard Pombo for their participation in a joint letter of
request supporting federal funding for County ship channel navigation (dredging and
disposal) projects.
FISCAL IMPACT
There is no fiscal impact associated with this action.
BACKGROUND/REASONS FOR RECOMMENDATIONS
On February 13, 2001 the Board of Supervisors sent letters to relevant legislators
requesting federal fiscal year 2002 funding to be allocated to the Army Corps of
Engineers for specified ship channel navigation projects, as follows; Suisun Bay
Channel maintenance dredging $4 million, Avon Turning Basin construction $2
million, and Pinole Shoal maintenance dredging $2 million.
Congressman Miller, our representative for these project, felt that a joint support
letter may be more effective than an individual request, given an increasingly
competitive funding situation, and enlisted staff to aid in this effort. The April 9, 2001
letter to House Energy and Water Appropriations Subcommittee members, focused
on Suisun Bay and Avon Turning Basin Project requests, and was signed by U.S.
Representatives Miller, Tauscher, Ose and Pombo.

Umsportation corridor which hosts frequent oil tanker traffic. The two requests-we are

Our fit pAorhy Is the constructiou of a deep drat ship turning basin near Martinez,
California in the Carquinez Strait. This project is vitally important to the errvironmcntal
protection and navigational safety of the San Francisca Bay. Presently,the area used to turn large
tankers is marginal_ In 1997,the oil tanker CIMSAPEAKE TRADER grounded during a turning,
operation. Comtructian of the turning basin provides s maintained and marred channel where
tankers can turn safely_ In addition, a wider ship channel can serve as a safe emergency anchorage
for down bound vessels in the event that the LTFRR Lift Bridge failed to open. The failure of this
bridge to open ire,the past has resulted in ane vessel grounding in 1999. This request is a priority
project for Contra Costa County and is supported by the San Francisco Ear Pilots, the United
States Coast Crnard, the A=y Corps ofBn&ears,the San Francisco Harbor Safety Commission,
and sci-we] private industry along the Carquinez Strait, iucluding'U1traMar Diamond Shamrock,
Chevron Corporation,-and Shore Tembinals.

As you know, the San Francisco to Stockton Ship Channel benefits a great number of
industries, including five oil refineries, and the Ports of Stockton, Sacramento, Richmond
and Oakland. In recent years, limited Civil Works funding opportunities have forced the
Army Corps of Engineers to make painful choices as to which projects would receive
funding, and therefore, get dredged in any given year. Recently, the inability of the
Corps to fulff.1.1 its mandate has created serious problems in the larger Bay/Delta area,
including the inability of vessels to dock at smaller Ports in the bay, the lightering
(offloading) of crude onto smaller vessels in the south bay, before larger vessels can
travel up the channel (resulting in many more vessel trips and greater opportunities for an
oil spill), and oil tanker groundings on shoaled areas, creating a greater possibility of oil
spills in the delta.
