Contra Costa DATE: June 5, 2001 County Sri l`GUV'(i SUBJECT: APPROVING AND AUTHORIZING EXECUTION OF CHANGE ORDER NO. 2 TO CONTRACT FOR NEW OFFICE BUILDING AT DELTA FAIR BOULEVARD, ANTIOCH, FOR EMPLOYMENT AND HUMAN SERVICES DEPARTMENT (WH420F) SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION I. RECOMMENDATION APPROVE Change Order No. 2 to the Contract dated September 1.2, 2000 for construction of New Office Building at Delta Fair Boulevard, Antioch, with Roek Construction, Stockton, California, and AUTHORIZE the Director of General Services to execute the Change Order, which provides for: revisions required by the County Building Inspection Department to the building's structural, electrical, and elevator systems; roof underlayment required by the roof manufacturer to provide the specified warranty; and clarifications to the construction documents; and increases the Contract Price by $120,281.45 for a total Contract Price of$6,236,364.85. II. FINANCIAL IMPACT There are sufficient funds in the plant acquisition account to cover Change Order No. 2. III. REASONS FOR RECOMMENDATIONS/BACKGROUND A. After construction began, the County Building Inspection Department required certain revision to be made to the building's structural, electrical, and elevator systems, in order for those systems to comply with current code requirements. Change Order No. 2, Items 2-1, 2-2, and 2-3 revise the contract documents to include those revisions. B. After construction began, and during the submittal phase, the contractor discovered that a roof uunderlayrnent would have to be added under the new metal roof in order for the roof to qualify for the specified warranty. Change Order No. 2, Item 2-4, provides for the required underlayment. The alternates section of the specifications contains an error that omits rather than adds the specialty ceilings to the contract. Change Order No. 2, Item 2-5 corrects that error. D. During construction, the contractor noted that the site water lines locations on the architectural drawings differed from the fixture locations shown on the plumbing drawings.
