HomeMy WebLinkAboutMINUTES - 06052001 - C.143 TO: BOARD OF SUPERVISORS G./.O/.l William Walker, M.D. , Health Services Director ........... o« FROM: By: Ginger Marieiro, Contracts Administrator Contra DATE: may 23, 2001Costa •` a� c.ST......N`�•t J County SUBJECT: Approval of Contract #24-820-4 with Edgewood Center for Children & Families SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDATION(S) : Approve and authorize the Health Services Director or his designee (Donna Wigand) to execute on behalf of the County, Contract #24-820-4 with Edgewood Center for Children & Families, for the period from July 1, 2001 through June 30, 2002, in an amount not to exceed $24, 500, for the provision of Therapeutic Behavioral Services (TBS) to County referred clients ages 0-21 years of age and their families. FISCAL IMPACT: This Contract is 51.5°% Federal FFP Funded and 48.5% State EPSDT funded. Approval of this Contract will result in a cumulative twelve-month total in excess of $25, 000, and therefore, Board of Supervisors approval is required. CHILDREN'S IMPACT STATEMENT: This Contract supports the following Board of Supervisors community outcomes: 1) Children ready for and succeeding in school; 2) Families that are safe, stable, nurturing; and 3) Communities that are safe and provide a high quality of life for children and families. The expected outcomes include all goals identified by Children's Statewide System of Care guidelines including: A) Increase and maintain school attendance as measured by school records; B) Increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS) ; C) Increase in family satisfaction - as measured by the Parent Satisfaction Survey; D) Decreased used of acute care system; and E) Placement at discharge to a lower level of care. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The State Department of Mental Health has established a mandated program to provide Therapeutic Behavioral Services (TBS) to children ages 0-21 years of age and their families, who participate in the Early and Periodic, Diagnosis, and Treatment (ESPDT) Supplemental Specialty Mental Health services. This program provides services to eligible Medi-Cal beneficiaries under 21 years of age who meet the Mental Health Plan medical necessity criteria, who are members of the certified class and who meet the criteria for needing these services. In April, 2001, the County Administrator approved and the Purchasing Services Manager executed Contract #24-820-3 with Edgewood Center for Children & Families, for the period from March 1, 2001 through June 30, 2001, for the provision of Therapeutic Behavioral Services (TBS) . Approval of Contract #24-820-4 will allow Contractor to continue providing services through June 30, 2002 . CONTINUED ON ATTACHMENT: Y S SIGNATUR .
