Against Domestic Violence SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION , RECOMMENDATION(S) : Approve and authorize the Health Services Director, or his designee (Wendel Brunner, M.D. ) to execute on behalf of the County, Contract 422-793 with STAND! Against Domestic Violence (formerly Battered Women' s Alternatives) in an amount not to exceed $35, 000, to provide consultation and technical assistance to the Department with regard to County' s Family Violence Prevention Project, for the period from April 1, 2001 through June 30, 2002 . FISCAL IMPACT: This Contract is funded by County' s Zero Tolerance Health Initiative. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : For a number of years, the Contractor has been providing domestic violence prevention and education services as well as direct services to County' s victims of domestic violence . Under Contract #22-793 , STAND! Against Domestic Violence will provide consultation and technical assistance to the Department with regard to County' s Family Violence Prevention Project, including implementation of training for County' s M. D. residents at Contra Costa Regional Medical Center on how best to work with survivors of domestic violence through June 30, 2002 . This project is housed within the Community Wellness & Prevention Program (CW&PP), in the Public Health Division. Please note that we will be rolling over a portion of the unexpended funds into the 2001-2002 fiscal year, to cover the $35,000 subcontract being established with STAND! Against Domestic Violence for project implementation (see attached STAND! Scope of Work). As you know, this project includes training of Health Services medical residents. Funding from this project will-enhance the work that has been on-going in Health Services to provide training on domestic violence. In addition, Dr. Brunner from the Public Health Division has been representing me on the Alameda-Contra Costa Medical Association Public Health Committee. That committee has adopted domestic violence as its priority, and Dr. Brunner is working with that committee to try to expand domestic violence trainings to other residency programs in Alameda and Contra Costa counties. CW&PP will work closely with staff in the resident training program and with STAND! to implement a comprehensive training program, including didactic presentation, community medicine case studies, and mock patient interviews. Scope of Work As a subcontractor with the Contra Costa Health Services Family Violence Prevention Project(FVPP), STAND! Against Domestic Violence(formerly known as Battered Women's Alternatives)will be responsible for building and maintaining collaborative relationships between Contra Costa Health Services and STAND! This will include providing on-site training and consultation to health services providers, as well as service delivery to their domestic violence-affected clients. Specific activities within this STAND! FVPP Scope of Work include: 1. Assist with the implementation of special training for MD Residents on how best to work with survivors of domestic violence. 2. Provide on site response via the STAND! Emergency Response Team to patients with domestic violence issues identified by Contra Costa Health Services Department Programs. Offer domestic violence assessment, safety planning, and service referrals to identified patients. 3. Improve the bilingual capabilities of the STAND! Emergency Response Team by hiring and training bilingual ERT advocates and making them available to respond to domestic violence patients in Contra Costa Health Services Department settings. 4. Assist with the revision of the Contra Costa Health Services Department Guidelines for Domestic Violence Screening and Reporting and Domestic Violence Policy. 5. Assist with the development of training materials and implementation of additional domestic violence training across Contra Costa Health Services Department Divisions, including Ambulatory Care,Mental Health, and Substance Abuse. 6. Participate actively in monthly meetings of the joint Advisory Council Against Domestic Violence-Violence Prevention Health Systems Response to Domestic Violence Committee. The Committee is providing overall guidance and coordination of the FVPP.
