SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to Contract (#21-438-4) with Ms. Evelyn Aguilar, in the amount of $35,000, for early intervention outreach specialist services for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: Funding for the contract is in the Options for Recovery Program funding, claimable as 50% Federal, 35% State, and 15% County. CHILDREN'S IMPACT STATEMENT: The Early Intervention Outreach Service Specialist position supports all five of Contra Costa County's community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self Sufficient"; (4) "Families that are Safe, Stable and Nurturing"; and (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families". The Early Intervention Outreach Specialist provides services designed to ameliorate the problems that lead to the removal of children from substance-abusing parents. BACKGROUND: In 1997 changes in the law regarding reunification timelines, reduced the amount of time available to Substance abusing parents prior to the termination of parental rights. Parents whose children entered the Child Welfare and Juvenile Court Systems have access to the early intervention outreach specialist to provide parents with information and referral services. In addition, the specialist may set appointments for substance abuse assessment, provide follow-up services to encourage participation in substance abuse evaluation and treatment, and provide support to parents during the initial participation or evaluation for treatment programs. Ms. Aguilar has provided these services to the Employment and Human Services Department. She has demonstrated the specialized skills required for the Early Intervention Outreach Specialist position. Therefore, Employment and Human Services wishes to continue to contract for these specialized ser ices with Ms. Aguilar throughout the next fiscal year.
