County coux DATE: May 8, 2001 SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with the Contra Costa County Office of Education (#21-354-5), to provide CalWorks student-training for the East and West County Child Care Training Program, for the period from August 20, 2001 through July 31, 2002. SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with the Contra Costa County Office of Education (#21-354-5), to provide CalWorks student- training for the East and West County Child Care Training Program, for the.period from August 20, 2001 through July 31, 2002. FINANCIAL. IMPACT: No County cost. CalWorks funding and Department of Education ADA funds cover all program costs. CHILDREN'S IMPACT STATEMENT: This contract directly supports all five community outcomes established in the Children's Report Card: "Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Economically Self-Sufficient"; "Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Program participants learn about child development and safety, developing skills to provide quality childcare to the community and self-sufficiency to the employed program participants. BACKGROUND: The Childcare Training Program is a childcare improvement project to upgrade the quality and increase the quantity of childcare, piloted in 1997 at Balboa Head Start School in Richmond. The program merited expansion to a second site at the Pittsburg Adult Education Center. The program provides classroom education, tutoring and internships to CalWorks participants. Upon successful completion of the program, the participants receive 12 college level units. Enrollment is anticipated to continue at 80 CalWorks students at each of the two sites. The State Department of Social Services has cited the Contra Costa County Childcare Training Program as a State model.
