SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RE 'OMMF,NI)ED ACTION* APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with. , Contra Costa Crisis Center (contract #20-417-27) in the amount of$31,000, for after-hours emergency response telephone crisis hotline for Children's and Adults Protective Services for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: County cost is $6200 (20%), with federal and state revenue funding the remaining $24,900 (80%). CHILDREN'S IMPACT STATEMF,NTs This contract supports County outcomes four and five, "Families that are Safe, Stable and Nurturing" and "Communities that are Safe and Provide a High Quality of Life for Children and Families." Contra Costa Crisis Center provides after-hours emergency response and immediate intervention and counseling for children and adults, addressing critical issues of suicide, homelessness, grief, abuse, neglect and other crises. RACKGRO]JND@ Under the contract, Contra Costa Crisis Center (CCCC) will provide continued after hours crisis line telephone support for the Employment and Human Services Department. Contra Costa Crisis Center will back up EHSD Emergency Response Program staff when they are in the field, provide first response to EHSD Emergency Response (ER) calls on weekdays, weekends, and holidays as part of the federally mandated 24-hour Children's Protective Services Emergency Response Program. CCCC will collect data from emergency response calls and provide information to EHSD. Contra Costa Crisis Center provides 24-hour crisis lines, grief counseling, homeless services, community education, information and referral, and disaster services training to community-based organizations. Each year, the center handles up to 60,000 crisis calls; screens and refers about 1,000 people to county homeless shelters; initiates about 800 rescue actions for people who are suicidal; and provides counseling to 750 children, teens and adults.
