SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Community Violence Solutions (Contract #21-385-3) in the amount of$107,000 to administer the Children's Interview Center (CIC) for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: County cost will be $107,000 out of the overall CIC budget of$188,420. CHILDREN'S IMPACT STATEMENT: This contract supports three of Contra Costa County's community outcomes: 1)"Children and Youth Healthy and Preparing for Productive Adulthood"; 2)"Families that are Safe, Stable and Nurturing"; and 3) "Communities that are Safe and Provide a High Quality of Life for Children and Families." The CIC offers supportive advocacy and follow up, and decreases the number of interviews to minimize the trauma that children experience. BACKGROUND: On January 2001, the Rape Crisis Center changed its name to Community Violence Solutions to better reflect the diverse family violence prevention and intervention services the organization provides. Community Violence Solutions, in collaboration with EHSD, the District Attorney's office, the Sheriff's Department, and local Law Enforcement Agencies (LEA) will operate the multidisciplinary Children's Interview Center (CIC). Children who have made allegations of sexual abuse can be taken to the CIC for forensic interviews. CIC provides skilled interviewers in a child-friendly setting, decreases the trauma children experience by minimizing the number of interviews a child experiences, and provides Victim Advocates to support child victims and their families.
