SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to contract with FamiliesFirst, Inc., (#21-387-9) in the amount of$988,683 for kinship
support services in East, West, and Central County for the period of July 1, 2001 through
June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with
FamiliesFirst, Inc., (#21-387-9) in the amount of$988,683 for kinship support services in East, West, and
Central County for the period of July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT:
County cost for this contract is $118,500, (30 % match of State Family Preservation funds). Funding includes
State/Federal Family Preservation ($395,000); State Kinship Support Services Grant ($242,200); FACT
($100,000); TANF ($251,483).
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding in School";
2)"Children and Youth Healthy and Preparing for Productive Adulthood"; 3) "Families that are Economically
Self-Sufficient"; 4) "Families that are Safe, Stable and Nurturing"; and 5) "Communities that are Safe and
Provide a High Quality of Life for Children and Families." Kinship services support all of the outcomes
established in the Children's Report Card. Support groups, educational services, respite for caregivers, and
case management provide support to caregivers, assist caregivers to maintain stable homes, prevent
disruption, and avoid placement in unrelated foster care.
BACKGROUND:
Contractor will maintain the Kinship Program in East, West, and Central County, in accordance with
Contractor's response to RFP 1046 dated March 12, 1997. Kinship support services provide support groups,
educational forums, recreational activities, and respite care to relative caregivers so that the family unit is
strengthened, children can remain with their families, and avoid out-of-home placement.
Kinship Program supports relative caregivers with children at-risk for placement in unrelated foster care.
