SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to contract with Ms. Christine Scudder (#21-643-1) in the amount of$56,500 for Domestic Violence Liaison services to the EHSD Children and Family Services Bureau for the period from July 1, 2001 through June 30, 2002. FINANCIAL IMPACT: $ 56,500 Domestic Violence as mandated by the Board's Zero Tolerance Initiative;100%o County. CHILDREN'S IMPACT STATEMENT: This contract directly supports three community outcomes established in the Children's Report Card: "Children and Youth Healthy and Preparing for Productive Adulthood"; "Families that are Safe, Stable and Nurturing"; "Communities that are Safe and Provide a High Quality of Life for Children and Families." The domestic violence liaison matches clients with community resources, trains EHS staff, and develops interventions, including safety plans for women and children, for those affected by domestic violence. BACKGROUND: This position improves Employment and Human Services Department services by facilitating the collaboration between Children and Family Services, Battered Women's Alternatives, and other agencies that address domestic violence in or near Contra Costa County. The Domestic Liaison, Ms. Scudder, will provide domestic violence case-specific consultation and support to EHSD staff, enhance collaboration between Children and Family Services and Battered Women's Alternatives, and develop appropriate domestic violence interventions for family members affected by domestic violence. Ms. Scudder will develop a resource of domestic violence providers that include services for women, children, and perpetrators. This will facilitate the community's access to domestic violence resources throughout the County.
