SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or
designee to contract with Mr. Justin Roggow in the amount of$45,500 for
Administrative Support to the Independent Living Skills (ILS) and Child Welfare
Services (CWS) Programs for the period from July 1, 2001 through June 30, 2002.

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee to contract
with Mr. Justin Roggow in the amount of$45,500 for Administrative Support to the Independent
Living Skills (ILS) and Child Welfare Services (CWS) Programs for the period from July 1, 2001
through June 30, 2002
FINANCIAL IMPACT:
$ 22,750 Extended Independent Living Skills Program;100% Federal.
$ 22,750 Temporary Assistance for Needy Families;100% Federal.
CHILDREN'S IMPACT STATEMENT
The-Independent Living Skills and the Child Welfare Services Programs support all five of Contra
Costa County's outcome goals: "Children Ready for and Succeeding in School," "Children and Youth
Healthy and Preparing for Productive Adulthood," "Families that are Economically Self Sufficient,"
"Families that are Safe, Stable and Nurturing"; and "Communities that are Safe and Provide a High
Quality of Life for Children and Families". By preparing foster children for emancipation through ILS,
foster children gain skills that lead to self-sufficiency and improve opportunity for success in future
endeavors. By assisting children and families through CWS, the family units are supported and
stabilized.
BACKGROUND:
The Independent Living Skills Program provides service to foster children age 16 years and over,
aiding them in transition to emancipation and adulthood. This position will provide support both to the
contractors hired to provide required services under the Federal Grant and to Child Welfare Services
caseworkers.
Independent Living Skills Program funding allows counties to contract out for services. Contra Costa
Employment and Human Services has chosen to contract with individuals instead of an agency to
allow for more direct program activity monitoring.
