SUBJECT: APPROVING AND AUTHORIZING EXECUTION OF CHANGE ORDER NO. 3 TO
CONTRACT FOR NEW OFFICE BUILDING AT DELTA FAIR BOULEVARD,
ANTIOCH, FOR EMPLOYMENT AND HUMAN SERVICES DEPARTMENT (WH420F)
SPECIFIC REQUESTS OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. RECOMMENDATION
APPROVE Change Order No. 3 to the Contract dated September 12, 2000 for construction of New
Office Building at Delta Fair Boulevard, Antioch, with Roek Construction, Stockton, California, and
AUTHORIZE the Director of General Services to execute the Change Order, which provides for new
raised crosswalks and revises the layout of the new concrete sidewalk to match that installed for the
adjacent East County Transitional Housing project, and increases the Contract Price by $32,774.34 for a
total Contract Price of$6,269,139.19.
II. FINANCIAL IMPACT
There are sufficient funds in the plant acquisition account to cover Change Order No. 3.
III. REASONS FOR RECOMMENDATIONSBACKGROUND
A. After construction began, the Employment and Human Services Department requested that raised
crosswalks be installed so as to encourage vehicular traffic on the existing access drive to maintain a
safe speed at critical intersections. Change Order No. 3 revises the contract documents to include
those raised crosswalks.
B. After construction began, the County received information from the adjacent East County
Transitional Housing project regarding the location of their sidewalk. Change Order No. 3 revises
the location of this project's sidewalk so that it aligns with the adjacent East County Transitional
Housing project's sidewalk.

You are directed to make the following changes in this Contract:
Item 3-1: Raised Crosswalks (000091):
Furnish and install all labor and materials required to provide two raised crosswalks and to revise
concrete walks in accordance with the attachment. These raised crosswalks are required to provide
continuous ADA-compliant walk access between Delta Fair Boulevard and the adjacent transitional
housing project, and also to encourage driving at safe speeds on the existing access drive.
ADD: $32,774.34
