SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
APPROVE and AUTHORIZE the Risk Manager to execute a Contract with EORM, Inc. to
provide professional on-site environmental health and safety consulting support effective July 1,
2001 through June 30, 2002 in the amount of$170,000.
FINANCIAL IMPACT:
Costs for consulting services are funded through the Workers' Compensation Self-Insurance
Trust Fund.
BACKGROUND/REASONS FOR RECOMMENDATION:
EORM, Inc. is a consulting firm consisting of staff possessing specialized technical skills in such
areas as indoor air quality, infectious disease control, industrial hygiene, as well as general and
environmental compliance.
It is requested that technical consulting in the form of two part-time EH&S specialists a total of
4-1/2 days a week, continue for the following reasons:
■ Distribution of compliance tools and training materials will be distributed through all-day
training, and implementation assistance from departments will be called for.
■ Follow-up implementation assistance on injury and illness prevention programs continues to
be requested.

■ Operational assessments are being requested by specific departments, which are technical and
time-consuming.
■ We continue to respond to numerous requests for technical responses concerning indoor air
quality and ergonomics issues. These issues require specific levels of expertise and use of
expensive technical equipment.
■ Risk Management is continually receiving requests for loss control assistance covering a wide
variety of topics. Response to these requests may require time-consuming research, or access
to resources with the answers in addition to field follow-up. We receive assistance from EORM
on all of this.
■ Outsourcing is less costly and more time-effective than obtaining assistance from individual
agreements.
