BACKGROUND: In February 2001, the Board of Supervisors authorized the development and issuance of Request for Proposal #1057 (RFP #1057) for FACT funding contracts for FY 2001-2002. The FACT Committee developed the Request for Proposal following an extensive needs assessment process. The service strategies and priorities for FACT funding in FY 2001/2002 emerged from the needs assessment. Services to address those needs were solicited through RFP #1057. Funds were made available for family support services, including, crisis intervention; case management; school or community based support programs for pregnant and parenting teens; counseling and parenting education for foster parents; assessment, mentoring/counseling and resource and referral programs for families where Child Protective Services has received reports that do not currently require County intervention; multilingual, multicultural counseling and intervention programs; centralized programs to access and provide safe-home equipment and family emergency supplies and necessities; parent education and public information programs focused on parenting skills and child development; and, implementation of family resource centers. Each of the proposals in response to RFP #1057 and recommended by the FACT Committee for funding, addresses one or more of the identified services strategies and/or priorities.
