Barry, AICP Community Development Director DATE: June 26, 2001 SUBJECT: Approval of Certain FY 2001/2002 Community Development Block Grant (CDBG) Program Agreements SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS APPROVE and AUTHORIZE the Deputy Director-Redevelopment or his Designee to execute the following CDBG Program Agreements with payment limits as indicated on Exhibit A, during the period beginning July 1, 2001 and ending June 30, 2002. FISCAL IMPACT No General Fund impact (100% U.S. Department of Housing and Urban Development funds) BACKGROUND/REASONS FOR RECOMMENDATIONS On May 8, 2001 the Board of Supervisors approved the allocation of FY 2001/02 Community Development Block funds to carry out a variety of projects that benefit very low- and low-income persons and households within the Urban County. The agreements are necessary to begin those projects for the program year that begins on July 1, 2001 and ends June 30, 2002. Loans will be provided to rehabilitate up to 28 housing units. HSG 01-08 Neighborhood Preservation CCC Building Inspection $400,000 Program Department The purpose of this program is to maintain the supply of affordable housing through he provision of low- interest loans for the rehabilitation of housing owned/occupied by very low- and low-income households in the Urban County. The program will provide 30 subsidized loans and up to 5 emergency grants for housing rehabilitation. HSG 01-09 Housing Rehabilitation City of San Pablo $200,000 Program Community Development Department The purpose of this program is to maintain the supply of affordable housing owned and occupied by very-low and low-income households in the City of San Pablo through the provision of subsidized housing rehabilitation loans to 12 qualified households. The program includes 4 emergency grants. HSG 01-11 Fair Housing Counseling Housing Rights, Inc. $40,000 The purpose of this program is to alleviate problems of housing discrimination through the provision of fair housing counseling services to residents of the Urban County. Services will be provided to 400 households. HSC 01-12 Fair Housing Legal Services Bay Area Legal Aid $35,000 The purpose of this program is to alleviate problems of housing discrimination through the provision of legal assistance to Urban County residents experiencing discrimination. Services will be provided to 100 households. ED 01-16 Self Sufficiency Through Cambridge Community $75,000 Licensed Family Day Care Center The purpose of this program is to increase the opportunities for low-income women to achieve economic self- sufficiency through self-employment. The program will serve 16 women. ED 01-17 Family Day Care Contra Costa Child $95,000 Development Project Care Council The purpose of this project is to increase opportunities for very low- and low-income persons to start and succeed in operating a micro-enterprise as a licensed day-care provider. The program will serve 20 women. ED 01-18 Small Business Management Contra Costa County $75,000 Assistance Program Work Investment Board The purpose of this project is to increase the number of micro-enterprises, owned and operated by very low- and low-income persons, and to sustain existing micro-enterprises. The program will serve 100 persons. ED 01-19 Increase Your Business Success West Contra Costa Business $63,549 Development Center The purpose of this program is to improve the success of micro-enterprises located in West County through instruction, technical assistance, and peer networking. Assistance will be provided to 30 businesses resulting in 10 new jobs. EXHIBIT A ED 01-20 Homecare Healthcare Career Rubicon Programs $148,950 Training Project The purpose of this program is to increase opportunities for extremely-low and very low-income persons for career planning and development that will lead to economic self-sufficiency through careers in the health care profession. Services will be provided to 80 persons over a two-year period. ED 01-21 OPEN? Opportunities for People Rubicon Programs $144,000 and Employers Now The purpose of this program is to increase opportunities for low-income persons, especially those with limited English language skills, illiteracy, and those not eligible for Ca1WORKS, to become economically self- sufficient through job training and placement assistance. Services will be provided to 100 persons. ED 01-22 Opportunities for Technology Opportunities for Technology $85,000 Information Careers Information Careers The purpose of this program is to increase employment opportunities for very-low and low-income persons that will lead to economic self-sufficiency through careers in the field of information technology. Services will be provided to 5 persons. IPF 01-25 Facility Expansion Contra Costa Crisis Center $50,000 The purpose of this project is to increase the availability of services provided to County residents through facility expansion and renovation. IPF 01-26 Knightsen Community Knightsen Garden $10,000 Center Club The purpose of this project is to provide and increase services provided to the Knightsen community, especially youth, through facility expansion and reconstruction. Funds will be used for a feasibility study. IPF 01-28 Senior Center Upgrades City of San Pablo $28,000 and ADA Compliance The purpose of this project is to improve access and mobility for persons with disabilities through the reconstruction of existing restrooms in the Senior Center, and the installation of 4 curb ramps. PS 01-31 24-Hour Homeless Hotline Contra Costa $17,000 & Emergency Shelter Program Crisis Center The purpose of this program is to prevent homelessness and provide 24-hour crisis intervention and emergency shelter to low-income Urban County residents. The program will provide a 24-hour hotline for the homeless to assist them in securing shelter and other essential services. The program also provides counseling to assist clients in locating long-term shelter, and motel vouchers to homeless families with children, and persons whose health and safety is at risk for one or two nights. Approximately 1,500 persons will be served by this program. PS 01-32 Assistance for Homeless Cambridge Community $22,000 & Families in Crisis Center The purpose of this program is to alleviate of prevent homelessness by ensuring the provision of basic survival needs of homeless families and individuals in crisis including referrals, food, clothing, personal items, household goods etc. Approximately 300 individuals or families will be served by this program. PS 01-33 Emergency Housing and Shelter Inc. $28,000 Homeless Services The purpose of this program is to maintain housing and prevent homelessness through landlord/tenant counseling or direct housing assistance. The program provides landlord/tenant counseling, rental/mortgage assistance, and homeowner assistance to 900 residents throughout the Urban County. EXHIBIT A PS 01-34 Comprehensive Housing Pacific Community Services $10,000 Counseling Incorporated The purpose of this program is to prevent homelessness and maintain affordable housing by providing housing counseling to 560 low-income persons in East County. The program provides counseling in areas such as landlord/tenant, mortgage default and delinquency counseling, pre-purchase/rental, educational, and information and referral. PS 01-36 Housing and Homeless Bay Area Legal $15,000 Assistance Program Aid The purpose of this program is to reduce the incidence of homelessness by preventing evictions and preserving habitability rights. The program will provide housing related legal advice and direct representation for 200 tenants throughout the Urban County. PS 01-37 Martinez Dining Room Loaves and Fishes of $ 10,000 Contra Costa The purpose of this program is to alleviate hunger by providing nutritious meals to people seeking emergency food assistance living in the City of Martinez. Sponsor will provide meals to 175 persons. PS 01-38 Food Assistance Contra Costa Food Bank $20,000 Program The purpose of this program is to alleviate hunger by providing food for low-income persons throughout the Urban County. Food will be distributed once a month at each of 8 sites. Food will be provided to 3500 urban County residents. PS 01-39 Bay Point Housing Pittsburg Pre-school and $10,000 Coordinator Community Council The purpose of this program is to prevent homelessness for low-income families in Bay Point by providing assistance in finding and maintaining housing and by providing funding for rental and housing emergencies. The program will serve 45 Bay Point families. PS 01-40 Ombudsman Services of Ombudsman Services of $ 11,950 Contra Costa Contra Costa The purpose of this program is to decrease incidents of elder abuse and quality of care issues for frail and dependent seniors residing in nursing homes and residential care facilities located in the Urban County through advocacy. Approximately 550 Urban County seniors will receive services. PS 01-41 Jobs Plus: Employment Program Independent Living $10,000 for Persons with DisabilitiesResources of Contra Costa County The purpose of this program is to increase opportunities, which lead to financial stability for persons with disabilities by providing counseling and pre-employment training and job placement assistance to 32 Urban County residents. PS 01-42 Living Safely at Home Independent Living $13,000 Resources of Contra Costa County The purpose of this program is to establish and maintain safe, secure, and independent living arrangements for 70 persons with disabilities through provision of in-home independent living skills training and advocacy services. EXHIBIT A PS 01-43 Transitional Housing STAND! Against Domestic $13,500 Program Violence The purpose of this program is to improve the ability of women and children who have experienced domestic violence to establish a new life and achieve self-sufficiency through the provision of transitional housing and supportive services. The program will serve 18 families. PS 01-44 Alzheimer's Respite Care West County Adult Day Care $12,000 The purpose of this program is to provide sheltered day care services six days a week to 45 seniors with Alzheimer's. The program provides support services to seniors and their caregivers in West County. PS 01-45 HIV/AIDS Resources New Connections $17,000 The purpose of this program is to enable people living with HIV/AIDS, including those with substance abuse problems to live longer and more productively by accessing case management and support services. Services will be provided to 60 residents throughout the Urban County. PS 01-46 HIV Nutrition Education Diablo Valley AIDS Center $16,000 and Food Program The purpose of this program is to maintain or improve the physical, psychological, and social well being of low-income people with HIV/AIDS and their families by providing food and nutrition education. A minimum of 100 persons or families will be served. PS 01-47 Independent Living Skills for Lions Blind Center $1.3,000 the Visually Impaired of Diablo Valley The purpose of this program is to avoid institutionalization and maintain independence in a safe for people with visual impairments. In-home independent living skills training will be provided to 43 adults throughout the Urban County. PS 01.48 Multicultural/Senior Neighborhood House $55,000 Family Center of North Richmond The purpose of this program is to provide and maintain a community center for residents of North Richmond. The program provides, in collaboration with other community agencies, nutrition programs, information and referral, education programs, arts and crafts, and social programs reflective of the area's cultural diversity. PS 01-50 Verde School Project Center for Human Development $20,000 The purpose of this program is to assist Verde School with the development of a conflict resolution policy and to train students, teachers, staff and parents in conflict management skills. PS 01-51 Stepping Stones Counseling Community Violence $22,000 Center Solutions The purpose of this program is to increase interpersonal safety and community capacity for resolution of conflicts and to create and sustain safe & peaceful environments for community members through the provision of counseling to 80 sexual assault victims and their families. PS 01-52 YWCA Family YWCA of Contra $18,000 Empowerment Program Costa County The purpose of this program is to increase family self-sufficiency through the provision of mental and physical health, and job-training services to 150 families in the YWCA's child care program. EXHIBIT A PS 01-55 Legal Services for Needy Contra Costa Senior $14,000 Urban County Seniors Legal Services The purpose of this program is to prevent the loss of housing; elder abuse and financial abuse of seniors by providing free legal counsel and direct representation to 400 Urban County seniors. PS 01-56 Assistance in Management Elder Abuse Prevention $20,000 The purpose of this program is to enable seniors to maintain independence and avoid institutionalization through representative payee/bill payer services and financial abuse education. The program will serve 40 residents. PS 01-57 Senior Home Equity Eden Council for Hope $10,000 Conversion Counseling and Opportunity The purpose of this program is to educate 80 low-income Urban County seniors on reverse mortgages in order to prevent displacement or premature institutionalization. Objective counseling about reverse mortgages will help seniors in the Urban County stay in their homes and have cash flows to meet basic needs. PS 01-58 The Senior Service Network Pleasant Hill Recreation $10,000 and Park District The purpose of this program is to prevent displacement or premature institutionalization of seniors. The program will provide on-site crisis intervention and care management services to 250 Central County seniors, primarily residing in Pleasant Hill. PS 01-59 Care Mentoring Services Senior Outreach $20,000 for Homebound Seniors Services The purpose of this program is to prevent homelessness and premature institutionalization of hospitalization by providing care management services to seniors. Services will be provided to 100 seniors. PS 01-60 After School Outreach East Bay Center for $22,000 Performing Arts Program the Performing Arts The purpose of this program is to increase access to a safe and positive environment in the critical after school hours through the provision classes in music, dance, & drama in San Pablo and North Richmond. Approximately 500 children will be served. PS 01-61 Invest in Kids - Mentoring Healing Our Nation From $10,000 & Scholarship Program Violence The purpose of this program is to help youth stay in school, maintain or improve school performance, postpone parenthood, and avoid juvenile infractions. One-on-one mentors will serve 10 youth in San Pablo,North Richmond, and Bay Point schools. PS 01-62 Youth Delinquency New Connections $10,500 Diversion Program The purpose of this program is to reduce recidivism, decrease alcohol/drug use, and improve relationships fro 20 youth offenders and their families. The program will serve youth referred by the Probation Department throughout the Urban County. PS 01-63 Children At Risk Court Appointed $20,000 Special Advocates The purpose of this program is to provide advocacy and mentoring services to 40 abused and neglected children who are dependents of the court system. Services will be provided to children up to the age of 18. EXHIBIT A PS 01-64 215 Century After School Ambrose Recreation District $17,000 Enrichment Program The purpose of this program is to promote academic performance,;educational enrichment, school attendance, school safety and positive behaviors by providing after school educational enrichment classes. PS 01-65 Multi-Media Arts Program City of San Pablo $20,000 Recreation Division The purpose of this program is to help children develop their self-esteem and develop a sense of accomplishment and achievement through the provision of art classes. Classes will be provided to 100 students.
