Blackhawk Geologic Hazard Abatement District and David Evans and Associates in the amount
of$35,000. effective July 1, 2001 through June 30, 2002, Danville Area. (WO #5147)
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I. Recommended Action:
APPROVE and AUTHORIZE William R. Gray and Company, as General Manager of the Blackhawk
Geologic Hazard Abatement District (GHAD), to execute a consulting services agreement in the amount
of $35,000.00 with David Evans and Associates, Inc., San Ramon, California for a term of one year
effective July 1, 2001 to provide additional civil engineering services for the Blackhawk GHAD.
II. Financial Impact:
There will not be any impact on the County General Fund. The Blackhawk GHAD is funded through
revenues generated by County Service Area M-23. The Blackhawk GHAD will fund 100% of this
contract.

III. Reasons for Recommendation and Background:
The Blackhawk Geologic Hazard Abatement District (GHAD) was formed in 1986 and is located in the
Danville area. David Evans and Associates served as the original surveyor for the Blackhawk
development and created the original base maps for the area.
Through its' long association with the Blackhawk GHAD, David Evans and Associates has extensive
knowledge of the history of geologic activity and repair work. The firm assists GHAD staff by
providing topographical surveys, locates existing horizontal drain outlets, and provides maps showing
location of drain outlets.
William R. Gray and Company negotiated and approved consulting services agreements between the
Blackhawk GHAD and David Evans and Associates for two previous fiscal years and recommends
approval of David Evans and Associate's annual contract with the Blackhawk GHAD for Fiscal Year
2001/2002.
IV. Consequences of Negative Action:
Without Board approval, the GHAD will not be able to effectively respond to emergencies during the
fiscal year.

Appendix "A" Scope of Work
Under this contract, David Evans and Associates, Inc. (CONTR.&CTOR) agrees to provide ,
Professional Services to the Geologic Hazard Abat=cnt District(GHA]) on an "on call"basis.
Work shall not begin until the General Massager issues a "Nonce to Proceod". Work shall be
authorized otr a task-by-task basis. No work is authorized unless and until separate and individual
task orders are issued and approved by the General Massager. Said cask$ are subj ect to the p ayment
limit in Section One of this Agrewneut.
Other services may be added to scope of services by General Manager on an as-needed basis.
