Costa DATE: JUNE 26, 2001 - County SUBJECT: USE OF PESTICIDES IN CONTRA COSTA COUNTY SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS REFER the report, Pesticides in Contra Costa County to the Transportation, Water and Infrastructure Committee. FISCAL IMPACT Unknown. The cost of further study and action needs to be considered by the Committee. BACKGROUND/REASONS FOR RECOMMENDATIONS In March 2001, the Public and Environmental Health Advisory Board issued the report, Pesticides in Contra Costa County (see Exhibit A). Although scientists have not conclusively prove that pesticide use in the County is causing significant harm, the report recommends that action should be taken now to prevent possible exposure to pesticides. The best way to prevent exposure is to not use pesticides in the first place. The Public and Environmental Health Advisory Board believes the best way to achieve this goal is through the use of Integrated Pest Management (IPM). IMP is a strategy that focuses on long-tem prevention of pests or their damage through a combination of techniques such as biological control, habitat manipulation, modification of cultural practices and use of materials resistant to pests. Pesticides are used only after monitoring indicates they are needed according to established guidelines, and treatments are made with the goal of removing only the target pest. Pest control materials are selected and applied in a manner that minimizes the risks to human health, beneficial and non-target organisms, and the environment. Judges on March 12 ruled that the District, which used an herbicide to control weeds in its canals, had to have a permit as required by the Clean Water Act. A recent newspaper article on this federal court ruling is attached as Exhibit B. This ruling may affect the application of any chemical in or near water. This court ruling and the report, Pesticides in Contra Costa County, affect various county agencies, departments and programs, including Agriculture, General Services, Public Works, Health Services Environmental Health Division, Clean Water Program, the County Water Agency, and the Contra Costa Mosquito and Vector Control District.
