Approve and authorize the Health Services Director or his designee (Donna M. Wigand, LCSW) to accept on behalf of the County, allocation funding in an amount not to exceed $550 , 000 from the California Department of Mental Health, for the period from July 1, 2001 through June 30, 2002 , to serve homeless mentally ill individuals who participate in the Street Relief continuum. B . Authorize the Health Services Director or his designee to negotiate and execute the following Contracts on behalf of the County .to carry out services as follows : 1 . Phoenix, Inc . $430 , 934 2 . Recovery Management Services $ 82, 125 3 . Shelter, Inc . $ 12, 144 4 . Contract Administration $ 24 , 797 Total funding $550, 000 FISCAL IMPACT: This one-time-only allocation from the California Department of Mental Health will fund support services to the mentally ill individuals for Fiscal Years 2000-2001 and 2001-2002 . No County funds are required. BACKGROUND/REASON(S) FOR RECOMMENDATION(S) : The California Department of Mental Health was authorized by the State Legislature through AB 2034 to support services to at least 40 mentally ill individuals who are homeless or at imminent risk of becoming homeless and who are not currently connected with their local mental health systems . This one-time-only allocation in the amount of $550, 000 is available to Contra Costa County with recommendations from the State to avoid the development of new programs which could not be maintained without additional funding from this source . In response, the County Mental Health Division proposes to contract for beds usage in emergency and immediate, transition, and permanent housing facilities, that will be available to the targeted population of consumers . These services will include people with co- occurring mental illness and substance abuse disorders, as well as' those being released from and at risk of being sent to jail . Three certified copies of the Board Order should be returned to the Contracts and Grants Unit .
