Approval of Novation Contract #24-794-7 (3) with
St . Helena Hospital and its California Specialty Hospital
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION(S) :
Approve and authorize the Health Services Director or his designee (Donna Wigand) to
execute on behalf of the County, Novation Contract 424-794-7 (3) with St. Helena Hospital
and its California Specialty Hospital, in an amount not to exceed $250, 000 to provide Fee-
for-Service (FFS) /Medi-Cal acute psychiatric inpatient services for the period from July
1, 2000 through June 30, 2001. This Novation Contract includes a six-month automatic
extension through December 31, 2001 in an amount not to exceed $125, 000.
FISCAL IMPACT:
This Contract is funded by Mental Health inpatient consolidation funds and Federal Medi-Cal
funds.
BACKGROUND/REASON(S) FOR RECOMMENDATION(S) :
Chapter 633, Statutes of 19.94, AB 757, authorized the transfer of state funding for Fee-
For-Service/Medi-Cal (FFS/MC) acute psychiatric inpatient hospital services from the
Department of Health Services to the Department of Mental Health (DMH) . On January 1,
1995, the DMH transferred these funds and the responsibility for authorization and funding
of Medi-Cal acute psychiatric inpatient hospital services to counties that chose to
participate in this program.
On December 7, 1999, the Board of Supervisors approved Contract #24-794-7 (2) with St.
Helena Hospital and its California Specialty Hospital, for the period from July 1, 1999
through June 30, 2000 (which included a six-month automatic extension through December 31,
2000) for the provision of acute psychiatric inpatient hospital services.
It was the intent of the parties that the prior Contract would be novated prior to the
expiration of the six-month automatic extension on December 31, 2000. However, due to
administrative oversight by the County and Contractor, the automatic extension expired
while the Contractor negotiated new rates with Contra Costa and other Counties. Services
were requested by County staff and provided by the Contractor in good faith during contract
negotiations.
Approval of Novation Contract #24-794-7 (3) will replace the six-month automatic extension
under the prior Contract, and will allow the Contractor to continue providing psychiatric
inpatient hospital services through June 30, 2001.

SUBJECT: REQUEST FOR RETROACTIVE APPROVAL FOR
CONTRACT FOR California Specialty Hospital Contract 24-794-
STATEMENT OF NEED FOR RETROACTIVE CONTRACT:
Since 7/1/00, California Specialty Hospital has continued to provide all necessary inpatient
psychiatric hospital services to clients referred by the county as requested by Contra Costa
County. Due to the parties concerned not being able to meet due to conflicting schedules, and
the negotiation process taking longer than planned, the current contract expired on 6/30/00. It is
imperative that a renewal of this contract be expeditiously approved. This situation necessitates
this request for retroactive approval of the contract for the period 7/1/00 - 6/30/01.
Therefore, retroactive approval of this request is to cover the service activities of this contractor
and to assure the continuation of all necessary inpatient psychiatric hospital services to clients
referred by county as requested by County. Approval of this request for retroactive contract
will result in no impact on payment limit.
BENEFIT TO CONTRA COSTA COUNTY:
Approval of this retroactive contract will allow for contractor to continue to provide
all necessary inpatient psychiatric hospital services to clients referred by Contra Costa County.
AUTHORIZATION OF SERVICES:
These services were requested/authorized by the Mental Health Division Care Management
Administrator, who is granted the authority by the Mental Health Director, pursuant to the
California Welfare and Institutions Code, and under the Bronzon-McCorquodale Act, W &I
Section 5608.

SOCIAL NEEDS STATEMENT FOR CALIFORNIA SPECIALTY HOSPITAL
PSYCHIATRIC HEALTH FACILITY.
This contract meets the social needs of the County's population in that it provides inpatient
psychiatric treatment for severely emotionally disturbed clients from Contra Costa County. In
order to provide the best care possible for clients who need these services, Contra Costa County
has placed some clients in this facility. The provision of acute, inpatient care in this facility
assists in.diverting clients from hospitalization at State institutions.
