SUBJECT: Agreement for Contract Analyst Support
Specific Request(s)or Recommendations(s)&Background&Justification
I. RECOMMENDED ACTION:
Approve and authorize the Chief Information Officer of Department of Information Technology
or his designee to execute on behalf of the County an agreement with Penncel Software to provide
programming services in the amount of 5156,000.00 effective July 1,2001 through .Tune 30, 2002.
II. FINANCIAL IMPACT:
Funds are budgeted for this contract. DoIT will recover this contracts cost through Service Level
Agreement charges to the Auditor,Assessor, and Treasurer/Tax Collector.
III. REASON FOR RECOMMENDATION AND BACKGROUND:
DOIT has not been able to recruit permanent technical staff experienced with COBOL and IDNVIS,
which were used to develop the Land Information Systems for the Auditor, Assessor and
Treasurer/Tax Collector in the early 1.980's. Penncel has the experience in these products and
experience with these systems as a result of their recent contracts and the fact that the owner of Penncel
is a retired DOLT employee who supported these systems while the County employed him. Because of
the age of these systems and our inability, to attract staff with the software and system experience we
need to retain Penncel if we are to continue to provide effective support for the Auditor,Assessor and
Treasurer/Tax Collector.
IV. CONSEQUENCES OF NEGATIVE ACTION:
if the request is not approved Information Technology will not be a to provide me support to
the Auditor, Assessor, and Treasurer/Tax Collector.
