SUBJECT: APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to EXECUTE a contract with FamiliesFirst, Inc.(21-569-2) in the amount of$96,000, for
dedicated group home services for the period, from July 1, 2001 through June 30, 2002.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDED ACTION:
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to EXECUTE a
contract with FamiliesFirst, Inc.(21-569-2) in the amount of$96,000, for dedicated group home services for
the period from July 1, 2001 through June 30, 2002.
FINANCIAL IMPACT:
$96,000 CWS Direct Allocation (Title IV-B): 30% County ($28,800); 70% State.
CHILDREN'S IMPACT STATEMENT:
Dedicated group home services support four of the five Contra Costa County Community Outcomes:
"Children Ready for and Succeeding in School"; "Children and Youth Healthy and Preparing for Productive
Adulthood"; "Families that are Safe, Stable and Nurturing and "Communities that are Safe and Provide a
High Quality of Life for Children and Families." Children placed in this dedicated group home receive short-
term assessment and intensive residential and day treatment in a safe, structured environment. Meanwhile,
Employment and Human Services and FamiliesFirst work toward longer-term placement in less restrictive
settings or family reunification wherever possible.
BACKGROUND:
The Board most recently approved a contract with FamiliesFirst, Inc. for dedicated group home services at
the Rose Manning Youth Shelter on June 27, 2000. This contract will extend services through FY 2001-
2002.
The Rose Manning Youth Shelter affords a six-bed, 24-hour coed residential treatment and assessment
program at a Central County site. There, FamiliesFirst provides intensive Residential Care Level 14 group
home services for severely emotionally disturbed Contra Costa County children in short-term placements of
90 days or less. Children placed in the home receive a broad spectrum of intensive, individualized and group
treatment for emotional and behavioral issues, which includes addressing the effects of prior physical,
emotional and sexual abuse. A specialized day treatment school component meets the children's
individualized educational needs.
In the last year, the monthly occupancy rate for the home consistently exceeded 90 percent. Helping to meet
the demand for local treatment services reduces out-of-county placements and facilitates family therapy for
children for whom reunification is possible, allowing Employment and Human Services to find the best
possible long-term placement options for children.
