SUBJECT: Execution of Required Legal Documents for the Phoenix Programs East County Homeless
Shelter Rehabilitation Project
SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment or his designee to (1) enter into Community Development
Block Grant (CDBG) Project Agreement 00-11-HSG with Phoenix Programs, Inc. to provide $10,000 in FY
2000/01 CDBG funds for the East County Homeless Shelter Rehabilitation Project in Antioch, and (2) execute
the required legal documents for this purpose.
FISCAL IMPACT
No General Fund impact. Funds for this project will come from FY 2 000/0 1 CDBG funds. CDBG funds are
provided to the County on a formula allocation basis, through the U.S. Department of Housing and Urban
Development (HUD).
BACKGROUND/REASONS FOR RECOMMENDATIONS
On April 25, 2000, the Board of Supervisors approved the allocation of$10,000 in FY 2000/01 CDBG funds to
Phoenix Programs, Inc. for the East County Homeless Shelter Rehabilitation Project. The purpose of this
project is to rehabilitate an existing 20-bed shelter for homeless mentally ill adults.

COBG funds will be used for permits and fees and construction costs to assist in the rehabilitation of the
homeless shelter. Required work includes the following: removing and replacing damaged floors in the
bathrooms, kitchen, dining, and laundry rooms; and repairing plumbing leaks, water damaged sheetrock, rain
gutters, outside wood trim, bathroom grout and caulking. A new heating, ventilation and air condition system
will also be installed.
CDBG funds will be provided as a loan with the following terms: 3 percent simple interest, deferred for 30-
years. Phoenix will maintain the facility as emergency housing for mentally ill homeless adults for a minimum
of 30-years. Legal documents, including, but not limited to a regulatory agreement and loan agreement, will be
executed to memorialize the terms of this agreement.
The total cost of this project is $58,507, which includes the following:
Permits and fees $950
Construction 57,557
$58,507
Sources of funds in addition to CDBG include the City of Antioch, local community foundations, and Phoenix
Programs.
