Wigand, LCSW, to accept an additional allocation of$550,000 from the California Department of Mental Health to serve homeless mentally ill individuals. BACKGROUND: The California Department of Mental Health was authorized by the State Legislature through AB 2034 to support services to mentally ill individuals who are homeless or at imminent risk of becoming homeless and who are not currently connected with their local mental health systems. A one-time-only allocation of$550,000 is available to Contra Costa County with recommendations from the State to avoid the development of new programs which could not be maintained without additional funding from this source. In response, the County Mental Health Division proposes to contract for additional beds in emergency/immediate, transitional, and permanent housing facilities that will be available to the target population of consumers. These will include people with co-occurring mental illness and substance abuse disorders as well as those being released from and at risk of being sent to jail. FISCAL IMPACT: This one-time-only allocation from the California Department of Mental Health is to be received during FY 2000-01 but can be rolled over into FY 2001-02. Integrated Services for IIomeless Mentally Ill Contra Costa County Mental Health Division will utilize its one-time-only AB 2034 grant to provide lilt borated services to homeless mentally ill citizens to purchase dedicated beds in a continuum of service modalities.Facilities in the Stree[Relief continuum are located in all.three regions of the County and serve a diversity of consumers within the target population. Referrals of homeless mentally ill individuals who are not already connected to the Mental health system of care will come primarily from our sister Public Health Division's Health Care for the Homeless Program. This program has a long-standing outreach and engagement component with contacts in homeless shelters and encampments and with County and city law enforcement agencies including detention facilities. Contra Costa Regional Medical Center's Psychiatric Inpatient Unit also operates Jail Mental Health Services in these detention facilities, and referrals will come from those staff members as well. The Street Relief continuum will serve 40 people and will include the following: ,Emergency/Immediate Housing • Five beds will be purchased from the Antioch Homeless Shelter in East County. Basic support services will be provided to shelter residents through a PATH-supported Mental Health Multi-Service Center and the new SIVA-supported Health, Housing and Integrated Services (HHISN) grant. • Three beds will be purchased;from Neireka House, a licensed Crisis Residential Treatment Facility in Central County, to provide crisis residential services with clinical supervision. Transitional Housing • Four beds will be purchased from Nevin House, a licensed Transitional Residential Treatment Facility in West County, to serve homeless individuals with co-occurring mental illness and substance abuse disorders. Antioch Homeless Shelter, Neireka House and Nevin House are all operated by Phoenix Programs, Inc. so residents can be.easily transferred to the appropriate level of care. • Three beds will be purchased from Parkside, a licensed Board and Care facility in Central County, as housing for individuals being released or diverted from jail. This facility is operated by Recovery Manage- went Services and can also serve those with co-occurring mental illness and substance abuse disorders. Permanent Housing • Two beds at the Mary McGovern House and two at Sunset Apartments, both independent living facilities which house primarily psychiatrically disabled individuals and both operated by SHELTER, Inc.in Central County, will be purchased for homeless mentally ill individuals who are ready for permanent supported housing. Support services will be available through HHiSN. SHELTER, Inc., is an active member of this network so access to these units will also be facilitated for consumers who move through Street Relief. Utilizing these one-time-only funds to purchase housing services will give Contra Costa Mental Health Division important actual cost data. Should ongoing funding for integrated services for homeless mentally ill then become available to the County, we could accurately budget for housing costs as well as add more intensive and dedicated engagement and personal services coordination staff.
