They also directed that the Internal Operations Committee personally conduct interviews of applicants for At Large seats on the Contra Costa County Fire Protection District's Fire Advisory Commission, the County Planning Commission and the Board 'appointees to the County Employees' Retirement Board. I The County received notification on February 20, 2001 from Jerome Hatfield, one of the Board of Supervisors' four appointees, that' he will complete his term on June 30 and will not seek reappointment. We rejected one application because the applicant was a retired employee, whereas the Board's appointees must be: "...qualified electors of the county who are not connected with county governmentlin any capacity, except one may be a supervisor, and shall be appointed by the board of supervisors." (Government Code section 31520.1) I On May 21, 2001, our Committee interviewed six candidates for the Retirement Board seat (two candidates did not appear), and narrowed our choice down to two highly qualified individuals. As a result of our final interview with the two candidates on June 4, 2001, we are recommending the appointment of Maria Theresa Viramontes to the Retirement Board effective July 1, 2001. 1 1 The Retirement Board consists ofl nine members: 4 elected by the active Association membership, 4 appointed by the Board of Supervisors, and the Treasurer-Tax Collector. The terms of the other three County appointees will expire on June 30, 2002. We wish to express our appreciation to all of the individuals who applied for the Retirement Board and who participated in the selection process, for their interest in public service and their willingness to make the significant time commitment to service on the Retirement Board. The Richmond Children's Foundation is dedicated to supporting school readiness for young children 0-3 years and improving academic performance of children and educational reform. She has served since Winter 99/00 and 01 on the State-sponsored County Commission for Children and Families which is currently administering the CC County tobacco tax fund of approximately 10 to 12 million dollars per year for services to yoxig children and their families in Contra Costa County. She has served on the Finance committee and been a.champion for the development of the long term endowment fund for the commission.She also serves on the Implementation committoo for program development, From 1996-January 2001 she served as Executive Director,of the East Bay Public Safely Corridor Partnership as the initial full time director.The EBPSCP is a regional collaborative of local governments to the Bay Area and community and youth members working to create safer,healthier and sustainable communities by promoting a regional strategy fbr violence prevention, crirne reduction and the Improvement of law and justice practices. The BOPSCP has 47 jurisdiction,,V public partner members and has received National acknowledgment. in 1997,by the U.S.Department of Justice,in a Monograph,as a Voluntary Regional Collaborative of Local Ooverw.ents working on public safety. In 1999,5 program areas received National Recognition in a Publication by the U.S Attorneys Office, for Promising Best Practices To.Reduce School Violence. During the nearly(Iva years working for the collaborative,more than$40 million new dollars end leveraging dollars were applied to the regional work program to reduce violence. In April 2000,MariaTheresa received tha honor of representing the United States of America,before the full Congress of lire United Nallons,in Vienna,Austria to make s presentation on the work of the EBPSCP. From 1990-1994,she was elected to serve on the Contra Costa Community College Board or Trustees and served as Presldent of the Board. As one of five trustees,she had oversight of rho district's$180+million budget. She promoted the development of an investment fund to meet the S30 mill Ion unfunded liability the district faced for retirees. By 1994,nearly$16 million dollars was invested for retirement benefits. She worked with staff and city jurisdictions to approve Redevelopment contracts for the district before state law changes would have reduced this funding option.These approved contracts were funded over 20 years for facilities and growth and were estimated to rase$2.3 million per year. She supported the development of two campus sites and worked with private funders and the county to site and east county location and continue development of the San Ramon Center site. She spent over 9 years working in the State legislature as a Chief of Staff for then State Assembly member Bob Campbell and was a Senior Budget Consaltnnt for Ways and Means. She had responsibilities for district(Contra Costal County)support to all local governments with legislation and budget augmentations.She administered three state legislative offices mrd staff.On Ways and Means,Msembly Mernbcr Campbell, chaired the Education S1rb Committee which developed the state budget for edt=tinn in the Assembly of S30 billion dollar's, or one half the state's budget.She worked on K-12 and Higher Education budget issues. She has been honored with community awards for public service including Mexican American of the Year,UCSSO,California Stare Legislature Resolution for Public Service 25 years,WCCSD Resolution support of Schools and Measure E, Peacemaker of the Year,CCC,Alumni of the Year,Contra Costa College,and many others. For five years,she was.a partner/investor in Peregrin Inc.a small company of teachers dedicated to providing consulting services for the development of new educational programs, educational reform,grant writing and fundraising for charitable causes. She is a long time resident of Richruond. She is a graduate along with her husband,from Richmond Union High School, She earned a B.A.with honors from the University of the Pacific,in Stockton.
