SUBJECT: DECLARATION OF VACANCY FOR DISTRICT I SEAT ON THE AD HOC INTERCITY
RAIL ADVISORY COMMITTEE (AIRAC)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Declare a vacancy for a District I seat on :the Ad Hoc Intercity Rail Advisory
Committee and authorize the Clerk of the Board to post the vacancy using adopted
County procedures.
Authorize the Chair to sign a letter of appreciation to Doras Briggs of Kensington for
her service as an AIRAC member.
FISCAL IMPACT
None.
BACKGROUND/REASONS FOR RECOMMENDATIONS
The Ad Hoc Intercity Rail Advisory Committee (AIRAC) was created in 1995 as a
citizens' committee to advise the Board of Supervisors on intercity rail transportation
and related issues. With the pending appointment of a new District V member, all
supervisorial districts are represented. One of the original members of AIRAC,
Doras Briggs of Kensington, has informed staff that she is leaving AIRAC effective
May 28, 2001. She cites the demands on her time from her numerous volunteer
activities and the fact that she will soon move out of Contra Costa County. Staff
recommends the Board declare the vacancy and instruct the Clerk of the Board to
post the vacancy using adopted County procedures. Staff will work with the Clerk of
the Board and Supervisor Gioia's office to provide support for filling the vacancy.

Staff also recommends they Board authorize the Chair to sign the letter of
appreciation shown in Exhibit A. . The letter commends Ms. Briggs for her tireless
work on rail advocacy and her service to Contra Costa County through AIRAC and
other forums. She participates in numerous local, statewide and national advocacy
organizations including advisory groups to Amtrak. She has received widespread
praise and media attention for her station host program, in which she has arranged
for volunteers to work at Amtrak stations to assist passengers who are unfamiliar
with train travel. AIRAC has benefited greatly from her involvement, most recently
her contributions to the development of County goals for intercity rail service, which
were adopted by the Board of Supervisors on April 24, 2001. Staff has enjoyed
working with Ms. Briggs and; appreciates her contributions and commitment to
AIRAC since its inception.

only for your involvement with AIRAC but your many other activities on behalf of rail transportation. Your
advocacy work at the local, state and national levels is well known. The station host program that you created is an
outstanding example of volunteerism that will;undoubtedly benefit many rail travelers.
